Starting Soon Choctaw Trail sidewalk installation (Middleburg) - Crews have plans to install a new five-foot-wide sidewalk along Choctaw Trail from Chief Ridaught Trail to Apalachicola Boulevard in Middleburg as part of the County's Community Development Block Grant program. The sidewalk will be approximately 2,000 feet long and include two ADA ramps. Drivers can anticipate daytime, single-lane closures and lane shifts once work begins. We'll update the start date for the project as the plans move forward. Evergreen Lane sidewalk installation (Lakeside/Middleburg) - Crews have plans to install new sidewalks near Doctor's Inlet Elementary School as part of the Safe Routes to School (SRTS) program. This community-supported initiative aims to enhance pedestrian and bicycle safety, making it easier and safer for students to walk or bike to school. The construction will start at Evergreen Lane and Knight Boxx Road, moving south along Lisa Dawn Drive, west on Mary Beth Drive, south on Rhonda Drive, east on Pinewood Boulevard North, and finally south on Pinewood Boulevard East, connecting with the existing sidewalk network. This new addition will enhance sidewalk connectivity and help ease school-related traffic congestion. Drivers should anticipate intermittent, daytime, single-lane closures and traffic shifts during construction. We'll update the start date for the project as the plans move forward. Radar Road new construction (Fleming Island)- Crews will begin construction of a new two-lane roadway connecting Radar Road to Town Center Boulevard at the current roundabout in fall 2025. Once complete, this project will fully connect U.S. 17 to Town Center Boulevard and include bike lanes, curbs and gutters, and drainage features. New County Projects Allen Lane railroad crossing closure (Orange Park)- CSX Transportation will close the Allen Lane railroad crossing (near Railroad Ave S. and Filmore Lane) for maintenance starting around 7 p.m. on Monday, October 20, 2025, with reopening expected by 5 p.m. on Thursday, October 23, 2025. This will be a full closure, with no traffic allowed across the tracks during the work. Clay County Fire Rescue and the Orange Park Fire Department have coordinated response plans for affected residents. Please avoid the area if possible, and note that dates are subject to change due to weather or unforeseen conditions. Ongoing County Projects County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- This project includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks on County Road 209 from County Road 315B to US 17, and from County Road 315 to south of Peters Creek Bridge. Drivers can expect single-lane closures on Russell Road for drainage and utility work. Expect delays and weekend work as well. All work is estimated to be completed in Spring 2027. Please slow down and use caution around the crews working close to the roadway. Update October 14, 2025- Traffic continued flowing on the northside east of the railroad tracks while crews continued the removal of the old asphalt roadway on the south side of this section of road. Crews also continued installing the storm-drain pipe along Russell Road, north of the CR315B intersection. A traffic switch is anticipated for December 10th (Phase 3 west of the RR tracks - work zone in the median). This project is on schedule for completion. County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3, A & B (Lake Asbury) - Project 3A includes the completed operational improvements at the intersections of Oak Stream Drive and County Road 209 and Watkins Road and County Road 209, including sidewalk installation. Project 3B includes the widening and realignment of the east end of Sandridge Road (CR739B) with County Road 209B and operational improvements at the intersection of County Road 209 and County Road 209B. All work is anticipated to be completed in the fall of 2025. Motorists should expect a 25 mph low-speed zone and overnight single-lane closures from 5:30 PM to 5:30 AM in the work area. Please slow down and use caution around the crews working close to the roadway. Update October 14, 2025 (3B phase of Project 3 Connecting the east-end of project #4 on Sandridge Road and runs through the roundabout to CR 209B). Crews are working primarily at night to complete the installation of stormwater structures and pipes. Beginning October 6 at 5:00 P.M. and through the rest of the month, crews are doing nighttime paving operations on Sandridge and Russell roads. There will be lane closures and flaggers. Please slow down and be cautious. Beginning November 3, crews will install sidewalk and curbing on Russell Road from Oak Stream Drive north to just past Sandridge Road. Anticipate daily lane closures with flaggers. Please slow down and use caution around the crews working close to the roadway. County Road 215 local dirt road paving (Middleburg) - Crews began a dirt road paving project on 23 local roads off County Road 215 in Middleburg the week of August 25. Drivers should expect intermittent, daytime, single-lane closures from 6 AM to 6 PM Monday through Saturday on Antelope Street, Burdock Court, Campbell Road, Chicory Street, Dale Court, Elizabeth Court, Ellen Court, Gopher Street, Grape Court, Guava Court, Jaguar Court, Javeline Circle, Javeline Street, Joan Avenue, Jute Court, Kalmia Circle (Loop), Kalmia Street, Leopard Circle, Reindeer Court, Squirrel Court, Veronica Avenue, Wintergreen Street, and Witch Hazel Road. Update October 14, 2025- Paving operations are nearing completion for over 20 dirt roads in the CR 215 area. Crews are working on the final punch list items this week. County Road 218, Bonded Transportation Program project #1 (Middleburg) - This project involves reconstructing and widening the 2.7-mile section of roadway from Masters Road to Pine Tree Lane into four lanes, adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes, and resurfacing from Cosmos Avenue to Pine Tree Lane. The westbound temporary pavement will remain in place until the underground stormwater pipe and utility relocation work is complete. The speed limit is 25 mph throughout the work zone. Please slow down and respect the safety of our workers. Update October 14, 2025- Crews installed lining material at Pond Site #3 and completed lining at Pond Site #4. Continued work on installing drainage structures and pipes, demolishing existing driveways, and performing pavement repairs along the project's south side. The placement of sub-base, curbing, sidewalks, and limestone base is ongoing in the same area. The project remains on schedule. CR218/Spencer Industrial Drive intersection improvements/paving (Clay Hill) - Anticipate intermittent, daytime, single-lane closures with flaggers beginning Monday, June 16, on County Road 218 at Spencer Industrial Drive for intersection improvements and turn lane installation. Work could take up to 260 days to complete. Please slow down and drive with caution in the work area. Update September 10- Drivers should anticipate daytime, single-lane closures and flagging operations weekdays on Spencer Industrial Drive at County Road 218 beginning Wednesday, September 17, through Wednesday, October 29, from 7 AM to 4 PM for road widening construction work on County Road 218. County Road 220/Lakeshore Drive W traffic signal work/Arena Road (Fleming Island) - Anticipate daytime and nighttime, single-lane closures at the intersection of County Road 220 and Lakeshore Drive West for traffic signal work. The project involves setting new poles and could take up to 12 months to complete. Update October 14, 2025 - Paving operations are nearing completion, with the final asphalt topping layer and pavement marking scheduled for installation the week of November 3, 2025. The traffic signal cabinet components are being installed now, with signal operations to begin later in November. The contract completion date for this project is February 26, 2026, but work is ahead of schedule. Arena Road: Safety improvements are underway at Old Hard Road and Lakeshore Drive West at County Road 220. Drivers can no longer make a left turn from Arena Road onto County Road 220, and will need to make a U-turn where posted. A public meeting on the County Road 220 at Lakeshore Drive West, Florida DOT safety grant project was held on Monday, October 18, 2021, at 6:00 pm at the Fleming Island Library. The public meeting notice was sent to 3,274 subscribers and posted on the County website calendar. The press release was also posted on the County website, and the social media team made a post with reminders as the date approached. County Road 220 Widening and Reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Crews began Phase 1 of the lane widening and reconstruction project on County Road 220 the week of December 16, 2025, which includes intersection improvements at Rideout Ferry Road. Phase 2 work, including a new four-lane bridge over Little Black Creek, began on January 20. Both phases are expected to be complete in late 2026. Drivers can expect detours that will continue for the duration of the project. All businesses and residents will have full access to their properties. The County worked closely with emergency responders and the school district throughout the planning process. Update October 14, 2025- Work continues on the CR 220 widening project, from Knight Box Road to Hollars Place. The project is on schedule (completion late summer, 2026), with the first portion of the bridge deck completed in the past two weeks. Work will intensify in the Henley Road intersection and the Joe Johns Road areas in the upcoming months. Drivers should expect lane closures and possible delays as the project continues. Update October 8, 2025- A County Road 220 traffic shift is planned for Monday, October 20, 2025, west of Henley Road as operations switch to the next phase of the CR220 widening and reconstruction project. Anticipate daily, single-lane closures with flaggers in both directions of Henley Road and County Road 220 for utility work, paving, and sidewalk placement on the north side of County Road 220. Two travel lanes will remain open, and all driveways will be accessible during the work. Phase 1- County Road 220 will be widened to four lanes from Hollars Place to west of Henley Road, ending at Chief Ridaught Trail. This project includes intersection improvements at County Road 220 and Henley Road. Henley Road will not be closed during phase 1 work, and traffic will continue to flow in both directions. Drivers can expect single-lane closures and traffic shifts during the work. Only local traffic will be able to access the road from the south end during the work. Phase 2 - includes widening County Road 220 to four lanes from east of Chief Ridaught Trail to Knight Boxx Road and a new four-lane bridge over Little Black Creek, along with signal updates at Knight Boxx Road and Blanding Boulevard to ease traffic congestion. Local traffic only. Bridge closure in effect. Follow the posted detour. County Road 315/ Cathedral Oak Parkway utility work (Green Cove Springs)- Anticipate daytime, single-lane closures on County Road 315 north to Cathedral Oak Parkway Monday through Saturday, from 9 a.m. to 6 p.m. for gas main installation work. We will update this notice when the work is complete. Jefferson Avenue sidewalk replacement (Orange Park) - Intermittent daily lane closures and a full sidewalk closure on Jefferson Avenue started June 3. Crews are replacing the sidewalk on Jefferson Avenue between Harrison Avenue and Washington Avenue. We will update this notice when the work is finished. Jefferson Avenue closure (Orange Park) - In June the County's Public Works Department closed off an area on Jefferson Avenue adjacent to Ridgeview Elementary School due to an unsafe subsurface structure. County officials made school leaders aware of the move, which is aimed to prevent vehicles from parking on the stretch. Pedestrian traffic is still permitted. Live Oak Lane/Old Jennings Road paving and trail construction (Middleburg)- This project includes the construction of a new 3.5-mile, 12-foot-wide multi-use trail extending from Live Oak Lane/Old Jennings Road, along Long Bay Road, to the State Road 21 intersection. Work began on April 2 and is expected to be completed in 345 days. Update October 14, 2025- The project is progressing well and remains on schedule. Base material for the trail has been placed, and Clay Electric has completed most of the utility work. The trail portion of the project was paved recently, and work continues on the dirt road paving portion. Old Hard Road sidewalk installation (Fleming Island)- Crews began installing a new sidewalk on Old Hard Road from County Road 220 to Blue Heron Cove on Tuesday, September 30, 2025. Indian River Drive will remain closed. Drivers should anticipate daytime, single-lane closures. Sesame Street dirt road paving (Middleburg) - Anticipate daytime, single-lane closures on Sesame Street between North Dolphin Avenue and North Mimosa Avenue beginning the week of September 22 for a dirt road paving project. Update October 14, 2025- Sesame Street and North Road (Maxville) have been prepared with Full-depth Reclamation, and base rock placement has been completed. Crews are working on installing the final pavement topping and the final punch list items this week, weather permitting. Walburg Street closure (Green Cove Springs)- Walburg Street closed on Monday, January 6, and will remain closed for approximately 12 months during the construction of the new Clay County Economic and Development Services building. I-295 at U.S. 17 Interchange Improvements (Orange Park)- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS, and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties. Eldridge Avenue from Wells Road to U.S. 17 - Nighttime lane closures Sunday through Thursday from 9 p.m. to 6 a.m. to install roadway markings. Wells Road from U.S. 17 to CSX railroad tracks - Nighttime lane closures Sunday through Thursday from 9 p.m. to 6 a.m. to install roadway markings. Overnight Ramp Closures at I-295 and U.S. 17 Interchange Planned Oct. 19-23 As part of interchange improvements at I-295 and U.S. 17, overnight ramp closures are planned Sunday, Oct. 19 through Thursday, Oct. 23, weather and unforeseen circumstances permitting. Ramps will close at 9 p.m. and reopen by 6 a.m. the following morning. Not all ramps will be closed simultaneously, and no closures causing conflicting detours will be permitted. I-295 North ramp to U.S. 17 closed: Drivers will continue north on I-295, exit at Blanding Boulevard and use I-295 South to access U.S. 17. Northbound U.S. 17 ramp to I-295 North closed: Drivers will continue north on U.S. 17, make a U-turn at Collins Road and use southbound U.S. 17 to access I-295 North. Northbound U.S. 17 ramp to I-295 South closed: Drivers will take northbound I-295 to Blanding Boulevard to access I-295 South. Southbound U.S. 17 ramp to I-295 North closed: Drivers will continue on southbound U.S. 17, make a U-turn at Old Orange Park Road and use northbound U.S. 17 to access I-295 North. I-295 South ramp to U.S. 17 closed: Drivers will continue on I-295 South across the Buckman Bridge, exit at San Jose Boulevard (State Road 13) North and take I-295 North to access U.S. 17. Southbound Double Lane Closures for Buckman Bridge Work Planned this Weekend As part of a project to replace the finger joints on the Buckman Bridge, continuous southbound double lane closures are planned Friday, Oct. 17, through Monday, Oct. 20, weather and unforeseen circumstances permitting. Two lanes of I-295 South over the Buckman Bridge will close at 10 p.m. Friday and reopen by 4 a.m. Monday. Drivers are encouraged to use alternate routes if possible and plan additional time for travel. In addition to bridge finger joint replacements, the project includes partial coatings and structural steel work on the I-295 Buckman Bridge over the St. Johns River in Duval County. The $5.4 million contract for these improvements was awarded to Cekra, Inc. Completion is expected in early 2026, weather and unforeseen circumstances permitting. State Road 100 just west of County Road 21B (Keystone Heights)- Daytime lane closure weekdays from 9 a.m. to 4 p.m. for turn lane construction. U.S. 17 (S.R. 15) from Water Oak Lane to Eagle Harbor Parkway Resurfacing and Intersection Improvements (Fleming Island) - This FDOT resurfacing and intersection improvement project includes median installation from Water Oak Lane to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to C.R. 220; adding a median island and two right turn slip lanes from U.S. 17 southbound to C.R. 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from U.S. 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on U.S. 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on U.S. 17 southbound. This project will be mostly completed at night. Drivers should expect lane closures and possible delays as the project continues. U.S. 17 from Eagle Harbor Parkway to County Road 220- Nighttime lane closures Sunday through Thursday from 7 p.m. to 6 a.m. for road work. U.S. 17 (State Road 15) from Oak Street to Black Creek Roadway Improvements (Green Cove Springs - FDOT began a $12.2 million roadway improvement and resurfacing project on U.S. 17 (State Road 15) from Oak Street to Black Creek in Green Cove Springs on Monday, September 29. Drivers can expect most construction operations to take place between 8 p.m. and 6 a.m. Sunday through Thursday. Intermittent construction operations can be expected during daytime hours between 7 a.m. and 3:30 p.m. Monday through Friday. U.S. 17 from Sweat Road to Putnam County line (Virginia Village)- Nighttime lane closures Sunday through Tuesday from 7:30 p.m. to 4:30 a.m. for road work. U.S. 301 two miles south of Normandy Boulevard (Clay Hill/Maxville) - New asphalt test road sections are planned for installation on southbound U.S. 301, approximately two miles south of Normandy Boulevard, on Monday, Oct. 6, 2025. The installation will be completed by Friday, Nov. 14, weather and unforeseen circumstances permitting. During installation, a single lane closure of the outside lane of southbound U.S. 301 will occur. The lane will be closed for approximately one-half mile. U.S. 301 at County Road 218- Daytime northbound lane closures Monday through Thursday from 9 a.m. to 3 p.m. for road work. First Coast Expressway (FCE) Work FDOT FDOT First Coast Expressway New St. Johns River Bridge (Green Cove Springs) - Work is underway on the third and final segment of the FCE, which includes a new four-lane bridge over the St. Johns River just south of where the Shands Bridge currently stands. The vertical clearance height of the new bridge will be 65 feet from the water line, compared to the existing 45 feet of clearance. The $595 million project starts in 2023 with expected completion in 2030. Leonard C. Taylor Parkway just west of Shands Bridge - Nighttime lane closure Wednesday from 9 p.m. to 6 a.m. for road work.
