Re: South San Francisco Police Department Officer Involved Non-Fatal Shooting Of Luis Franciscomanzo on December 8, 2025.
The San Mateo County District Attorney's Office has completed the investigation into the officer involved non-fatal shooting of Luis Franciscomanzo on December 8, 2025 by South San Francisco Police Officer Martin Corona and Officer Brendan Hart at 975 Sandra Court in South San Francisco. After an extensive investigation by Inspector Nick Morsilli and other inspectors with the San Mateo County District Attorney's Office, District Attorney Stephen M. Wagstaffe has concluded that there is no legal basis for filing criminal charges against Officer Corona or Officer Hart for the shooting of
Mr. Franciscomanzo. District Attorney Wagstaffe has concluded that the use of force by the two South San Francisco police officers was legally justifiable self-defense and defense of others pursuant to California Penal Code section 835a and section 196. Therefore, this case is now deemed closed by this office.
The letter written by District Attorney Wagstaffe to South San Francisco Police Chief Scott Cambell setting forth the basis for the decision declining to file criminal charges in this case is attached to this e-mail press release.
