Following EO, Gov Shapiro Asks Pennsylvanians to Reach Out About Data Centers | Commonwealth of Pennsylvania

Harrisburg, PA - After signing Executive Order 2026-05, the Shapiro Administration is launching a new website for Pennsylvanians to continue sharing their feedback on data center development, with the ability to provide their feedback on new proposals directly to the Commonwealth at pa.gov/YourVoiceOnDataCenters. This website also accompanies the new data center map, launched earlier this week.

As he signed the new Executive Order, Governor Josh Shapiro thanked Pennsylvanians for their comments, texts, calls, and letters expressing concern over the future of data center development in the Commonwealth. In a new video, the Governor details how feedback from Pennsylvanians influenced the Executive Order, giving local communities a real voice in the process and ensuring developers who refuse to implement the Governor's Responsible Infrastructure Development (GRID) Requirements - or fail to earn local approval - receive no Commonwealth support.

The Governor's new action follows extensive outreach from communities across Pennsylvania after an unprecedented number of data center project proposals were submitted over the past year. In the video, he thanks Pennsylvanians, letting them know that their voices were heard, saying:

To the Pennsylvanians who have reached out to me over the last several months to share your concerns: Thank you.

Your comments, letters, and texts have led me to take a hard look at data center development in our Commonwealth. Because this is how good government is supposed to work. Constituents express concerns on an issue, and their elected leaders listen, hear them out, and take action accordingly.

That's what we've done today - and that's what I'll continue to do as your Governor, because here in Pennsylvania, we're going to respect the decisions of our local communities above all.

Executive Order 2026-05 lays out strict standards for data center developers to meet regarding energy affordability, community engagement, workforce and economic development, transparency, and environmental protection - and gives local municipalities a greater say over development in their communities. The Governor is also immediately removing all data center projects from the PA Permit Fast Track Program, will not consider data center projects for the program going forward, and banning the use of non-disclosure agreements for any proposed data centers in Pennsylvania.

On the new website, Pennsylvanians can provide the Commonwealth with information about new data center proposals, including their location, whether the local community and local leaders support the proposal, and whether the proposal meets the Governor's strict requirements to bring their own power, commit to transparency with the community, and commit to the highest standards of environmental protection.
