HARTFORD, CT - The Connecticut Insurance Department (CID) today announced the issuance of a Request for Proposals (RFP) seeking qualified consultant firms to conduct a comprehensive feasibility study and assess options that may improve access to liability insurance for nonprofit organizations operating in Connecticut.
The RFP implements Section 1 of Public Act 26-47 and supports the state's ongoing efforts to better understand and respond to insurance market conditions affecting nonprofit entities. Under the legislation, the Insurance Commissioner is directed, within available appropriations, to complete a feasibility study, develop a proposed plan and financial analysis, and prepare a report for submission to the Connecticut General Assembly.
Connecticut nonprofit organizations, particularly human service providers, have reported challenges related to rising premiums, reduced insurance market options, and changes in coverage conditions. In response, the Connecticut Nonprofit Liability, Property and Casualty Insurance Working Group was established by the Insurance and Real Estate Committee of the General Assembly to examine these issues, evaluate market conditions, and explore potential approaches to address these concerns. Through this RFP, CID is seeking firms with demonstrated expertise in insurance feasibility studies, actuarial analysis, captive insurance structures, risk management programs, and public sector insurance initiatives.
The selected consultant will conduct a market and feasibility assessment and evaluate liability risk pooling, captive insurance, and risk management options. As part of this work, the consultant will provide actuarial and financial analyses, evaluate regulatory and operational considerations, assess long-term cost implications for nonprofit participants, and support development of a report and legislative recommendations for submission to the General Assembly by February 1, 2027.
"The nonprofit sector provides critical services that support individuals, families, and communities across Connecticut," said Insurance Commissioner Josh Hershman. "As we work to support stable and healthy insurance markets, this study will provide objective analysis and expert insight into potential approaches that may improve access, affordability, and long-term sustainability for nonprofit liability coverage. The goal is to gather the data and expertise needed to help inform policymakers and support thoughtful, evidence-based decision-making."
The General Assembly allocated $200,000 to support the work contemplated under this RFP. Proposals are due July 28, 2026. The RFP and solicitation materials are available on the CTsource Bid Board. The selected consultant is expected to support the development of the final report for submission to the General Assembly by February 1, 2027.
