What We Did:

The objective of this evaluation was to determine if the Military Criminal Investigative Organizations (MCIOs) complied with Public Law 117-164 (PL 117-164), "Homicide Victims' Families' Rights Act of 2021," and DoD Instruction 5505.10, "Criminal Investigations of Noncombat Deaths," March 16, 2023, when reviewing and reinvestigating cold case murders. The MCIOs are the Department of the Army Criminal Investigation Division (DACID), Naval Criminal Investigative Service (NCIS), and Air Force Office of Special Investigations (AFOSI).
