(July 18, 2025) - Property owners of parcels along The Alameda District approved the formation of The Alameda Community Benefit Improvement District (CBID) at a public hearing held at the June 17 City Council meeting. It becomes San José's third property-based improvement district , following those established in the Downtown (2007) and Willow Glen (2009). With the approval, The Alameda CBID property owners will provide stable, dedicated funding estimated at more than $327,000 a year for an initial 15-year term, offering enhanced clean and safe and beautification services beyond those provided by the City. CBIDs are a powerful long-term tool for the economic and cultural prosperity of the district. "For more than 200 years, The Alameda has been a center of a vibrant community and home to shopping, dining and entertainment for residents and visitors alike," said City Manager Jennifer Maguire. "The Community Benefit Improvement District will uplift the corridor for many years to come by providing the financial resources to retain and attract new businesses, tenants, and investments, aligning with the City's focus on attracting investment in jobs and housing." "By forming a CBID, property owners along The Alameda are investing in their collective future: cleaner streets, stronger businesses, and a more vibrant corridor," said Mayor Matt Mahan. "We can't wait to see what comes next - from bigger, better community events to new businesses inspired to put down roots along The Beautiful Way." "This is the second CBID in District 6 after the successful Willow Glen CBID I helped establish in 2009," said District 6 Councilmember Michael Mulcahy. "Willow Glen has brought in over $2 million to enhance and promote the area, and we expect similar growth and forward momentum for The Alameda. I am excited to support The Alameda and its leaders as they embrace a bright future as a vibrant hub of commerce, culture, and community for years to come." The Alameda is one of San José's most stable business corridors, with 454 active businesses, averaging 15 years in the district and employing more than 1,900 people. The CBID will cover a portion of The Alameda with its boundaries extending north to Schiele Avenue, south to West San Fernando Street, west to Stockton Avenue, and east to Race Street. The Alameda Business Association ("The ABA") led by President, Doug Cookerly of Hop & Vine, is the formal representative of the district, featuring a diverse group of local businesses and commercial property owners. In 2024, The ABA began to advocate for the establishment of a CBID, approved a management plan and with the City's support formed a committee of property owners to lead the development of the plan. After a successful petition drive, the City Council on April 29, 2025, unanimously approved the resolution of intent to form the District and proceed with the ballot vote that took place on June 17. The majority of property owners, by property assessment value, voted to support the establishment of the CBID. The Office of Economic Development and Cultural Affairs consultants, Ani & Cat, led the outreach and property owner engagement efforts for the CBID formation process, identifying and contacting over 400 landowners via mail, email, phone calls, and in-person meetings. "A thriving, pedestrian-friendly business district along The Alameda has been the primary goal of The Alameda Business Association since its founding," said The ABA Secretary Ed Saum. "The CBID is an invaluable tool for enhancing this historic thoroughfare. We look forward to working with our engaged property owners to bring further energy, safety improvements, and events to The Beautiful Way." With the property owner's approval of the CBID, the City will negotiate an agreement with The Alameda Business Association to oversee the management and provision of the CBID services, transfer of funds, and annual reporting for approval by the City Council. The District will officially go into effect on January 1, 2026.
