The Primorye Territory is one of the first participants in the Zero-Four and Vyzov (Challenge) projects, whose main goal is to provide timely support to families in crisis situations and to reduce the number of children living in institutions. The region is actively developing its Children in the Family assistance service. From September 2024 to August 2025, 320 children under the age of four reunited with their parents. Forty families in difficult life situations received financial assistance.
As Maria Lvova-Belova Lvova-Belova MariaPresidential Commissioner for Children's Rights noted, the region demonstrates a steady decline in the number of children placed in institutions for orphans. According to her, it is very important that every family receives support after a child returns home.

Following the implementation of recommendations from the National Inspection of the System for the Prevention of Social Orphanhood, the region has been actively developing the practice of interagency case conferences on children staying in institutions. Childcare organisations are being repurposed to focus on family support. A key area of future work will include support for parents looking to restore or lift restrictions on their parental rights.
As part of her working trip, the Commissioner held a working meeting with representatives of the system for the prevention of social orphanhood and visited the Centre for Promoting Family Placement of Orphans and Children Left Without Parental Care, the Solnyshko Social Services Home for Children and Young Adults with Disabilities, and Albatros Social Rehabilitation Centre for Minors in Nakhodka, where she held personal reception for families with children.
