As Trump Administration Wreaks Havoc at Home and Abroad, Congresswoman Lizzie Fletcher Votes Against Government Spending Bills

Today, Congresswoman Lizzie Fletcher (TX-07) voted against the Consolidated Appropriations Act, 2026, H.R. 7148 and the Department of Homeland Security Appropriations Act, 2026, H.R. 7147, to fund certain federal agencies, including the Department of Homeland Security, and government programs for Fiscal Year 2026.

"Over the last year, the Trump administration has ignored the Constitution and the Congress. Today, the United States is at an inflection point. Congress cannot continue on as though this is business as usual," said Congresswoman Lizzie Fletcher. "While I appreciate the work that my Democratic colleagues on the House Appropriations Committee did to improve these bills-including funding for critical programs and for some measures of accountability-I cannot vote for these bills after House Republicans refused to include basic protections against the lawlessness we have seen from the Trump administration. We cannot accept-nor should we-further attacks on our communities, country, and Constitution. We must use the tools we have to fight them, and today I used my vote to do so."

During the rule debate for H.R. 7147, she spoke on the House floor in opposition to the legislation. Her remarks can be viewed here.

Congresswoman Fletcher introduced an amendment to H.R. 7147 to prohibit immigration officers from wearing face coverings and require them to clearly identify themselves and any vehicles used when conducting any immigration enforcement activities.

Among their provisions, the spending bills:

  • Exclude protections for U.S. citizens from detention or deportation;
  • Fail to update the Department of Homeland Security's (DHS) policy on use of force after recent high-profile shootings of civilians by immigration agents;
  • Fail to limit DHS agents from wearing masks while conducting immigration enforcement activities; and
  • Fail to restrain President Trump from taking more unilateral military action, including against NATO allies over Greenland.
