City of Davenport takes steps to correct campaign error

(October 29, 2025) The City of Davenport notified the Iowa Ethics and Campaign Disclosure Board about a potential violation of the state's campaign laws by an elected official and took several steps to address the error.

Alderwoman Mhisho Lynch (Ward 7) invited a political candidate to speak at her ward meeting hosted on City property on October 13, 2025. Upon learning about the error, City leadership took the following actions to correct the mistake.

  1. The City proactively notified the Iowa Ethics and Campaign Disclosure Board to report the error.
  2. Alderwoman Lynch paid a rental fee commensurate with the hourly rate for rental of other City facilities, as well as costs associated with the use of staff resources to post the meeting.
  3. The City attempted to coordinate a public forum involving the candidates for Ward 7. Ultimately, the candidates' availability didn't align to schedule the event.
  4. The City is adding training protocol for elected officials ahead of future election cycles on their responsibility to uphold the states' campaign laws.
