CMS releases updated MSPRP User Guide (Version 6.4)

The Centers for Medicare and Medicaid Services (CMS) has released an updated Medicare Secondary Payer Recovery Portal (MSPRP) User Guide Version 6.4 (January 6, 2025) which includes several updates to MSPRP functionality, including a change to the security protocols for the Multi-Factor Authentication (MFA) process.[1]

The below provides a general summary of the updates contained in the latest MSPRP User Guide:

Updated Login Warning

The updated MSPRP User Guide indicates that the login warning prohibiting the unauthorized use of the CMS/HHS computer system has been updated.[2] The updated login warning can be found in Figure 4-1 of the MSPRP User Guide.[3]

Changes to Multi-Factor Authentication (MFA) System

The MSPRP's MFA process allows certain users to view unmasked case information and download documentation from the MSPRP.[4] In order to use the MFA process, MSPRP users must verify their identity using the Remote Identity Proofing process, register a factor, and activate at least one factor.[5] The updated MSPRP user guide indicates that the MSPRP's MFA system will be updated to replace the current use of voice calls and SMS with new factor options as of March 1, 2025.[6] The use of voice call or SMS will be discontinued on March 1, 2025 and going forward MSPRP users will need to use either Okta Verify or Google Authenticator as factors to access the MSPRP via MFA.[7]

The MSPRP User Guide also states that users must download the Okta Verify and/or Google Authenticator apps to their device and follow the steps outlined in the MSPRP user guide to register and activate their factor for the purposes of logging into the MSPRP with MFA.[8] Detailed instructions for the registration, activation, and use of the MFA process can be found in Section 7.4 of the MSPRP User Guide.[9]

Availability of Case Actions

The MSPRP User Guide has been updated to include language indicating that certain MSPRP functionality is not available for cases where there is an Insurer debtor that has been placed on a Debtor Hold.[10] Specifically, the MSPRP User Guide indicates that the ability to request an electronic conditional payment letter, request a mailed copy of the conditional payment letter, and the Initiate Demand Letter functionalities cannot be selected for cases where there is an Insurer debtor that has been placed on a Debtor Hold.[11]

Account Representative (AR) New Registration E-mail

Upon successful registration of a new MSPRP account, the MSPRP Account Representative (AR) will now receive a confirmation e-mail containing the MSPRP account ID information.[12] The MSPRP user guide notes that this e-mail will be sent to e-mail address provided for the AR.[13] If the e-mail is not received within one business day, the user guide recommends contacting the EDI department by phone or e-mail.[14]
