The Ministry of Manpower (MOM) has appointed two new operators to run Kaki Bukit Recreation Centre (KBRC) and Woodlands Recreation Centre (WRC) as part of ongoing efforts to improve the diversity and quality of offerings to support the social and recreational needs of migrant workers in Singapore.
2 Following a Call for Proposal launched in June 2025, MOM has appointed the consortium of Hope Initiative Alliance and Advancer IFM Pte Ltd ("HIA consortium") to operate KBRC from 1 January 2026, while the Dormitory Association of Singapore Limited (DASL) will operate WRC from 1 April 2026. The appointment of both operators will be valid for three years.
3 RCs are dedicated and convenient spaces built for migrant workers to unwind on their rest days, connect with their peers and participate in events and activities. Theyalso serve as platforms for our partners to engage with migrant workers and can be repurposed as contingency facilities during emergencies such as pandemics. Today, MOM operates two1 of the eight RCs located near large migrant worker dormitory catchment areas whilst the Migrant Workers' Centre and NTUC operate another four.
4 The HIA consortium and DASL were selected to operate KBRC and WRC respectivelybased on their experience with migrant worker initiatives, operational expertise and alignment with MOM's priorities. Both operators'diverse programming, attractive offerings and plans to collaborate with non-governmental organisations and community partners support MOM's objective of enhancing the appeal of RCs as vibrant spaces for engagement while meeting workers' social and recreational needs.
