SR-18 Pavement and Culvert Project near Crestline

The California Department of Transportation (Caltrans) proposes to improve an approximate 13.9-mile segment of State Route (SR) 18 in San Bernardino County, from 0.1 mile east of the SR-138/18 Separation at Post Mile (PM) R17.8 to View Drive at PM 31.7. The project scope includes cold plane and overlay, replace asphalt concrete surfacing (digout), guardrail and end treatment upgrades, vegetation control, guardrail patina stain, centerline rumble strip and recessed pavement marker replacement, asphalt concrete dike replacement, Transportation Management System (TMS) elements, bicycle signage, bicycle obstruction markings, bicycle friendly grates, replacement of 14 culverts, drainage feature installation/replacement, embankment repair, sidewalk replacement, and installation of concrete barrier at bridge structure locations.

Caltrans has studied the effects this project may have on the environment. Our studies show it would not significantly affect the quality of the environment. The report that explains why is called an Initial Study (IS) (with Proposed Mitigated Negative Declaration)/Environmental Assessment (EA). This notice is to tell you of the preparation of the Initial Study (with Proposed Mitigated Negative Declaration)/Environmental Assessment and of its availability for you to read, and to also offer the opportunity to request a public hearing or to provide comments, and the intent to adopt this IS (with proposed Mitigated Negative Declaration)/EA.

The date we will begin accepting comments is July 29, 2026. If there are no major comments, Caltrans will proceed with the project's design.
