City to Adjust Water Billing for Cash Customers as Penny Ends

TITUSVILLE, Fla., Dec. 3, 2025 - The City of Titusville Customer Service Division will change how cash-paying customers are charged for their monthly water utility bills as the U.S. Treasury begins phasing out the penny in 2026.

Beginning Jan. 5, 2026, the City will no longer provide pennies as change for cash utility payments. Instead, cash transactions will be rounded up to the nearest nickel ($0.05), and the rounded difference will appear as a credit on the customer's next monthly bill.

The change applies only to cash payments and will not affect customers who pay online via Online Bank Direct (OBD), or those who pay by check, money order, or credit/debit card.

For example, if a utility bill totals $66.84, a customer paying with a $100 bill would be charged $66.85 and receive $33.15 in change. The additional 1 cent would appear as a credit on the next month's bill.
