Statement by Minister of Foreign Affairs of Belarus Maxim Ryzhenkov at Open Session of XVIII BRICS Leaders' Summit on пїЅResilience, Innovation, Cooperation and Sustainability: Shaping the Future for Inclusive Global GrowthпїЅ (13 September 2026, New Delhi)

Distinguished participants of the meeting,

First of all, let me express our gratitude to the Indian side for the excellent organisation of this summit and for its constructive approach towards partner countries throughout its Chairmanship.

BRICS is rapidly becoming one of the most authoritative institutions of the Global Majority and a global unifying force actively shaping a just world order.

Naturally, this dynamic process is facing fierce resistance. We are witnessing increasing pressure on BRICS countries from those who continue to strive for global dominance. They are constantly trying to intimidate us with sanctions, economic, trade, and financial restrictions, illegal tariffs, and other coercive measures.

Such a high-handed policy of diktat cannot offer the world the humane and well-ordered model of development it needs today. On the contrary, the work of our association poses no threat. We have purely peaceful and constructive intentions. Of course, we consider reforming the global governance system and strengthening the role of the Global Majority in decision-making to be one of our goals. But these outcomes are crucial for the stable development of the entire world.

Common priorities can truly unite us. Some of them have been clearly outlined by the Indian Chairmanship.

Firstly, flexibility and resilience.

BRICS has the necessary potential to adapt to current circumstances and transform in response to global challenges.

We believe that the 'integration of integrations' can make a significant contribution to building open and equal partnerships. By this, we mean interaction between BRICS and international institutions.

It is important to highlight the consistent efforts of BRICS to establish an independent and inclusive payment and financial system. We are grateful for the support for Belarus's candidacy to join the BRICS New Development Bank.

Secondly, innovative approaches.

While others fear losing their technological superiority, BRICS emphasises the importance of universal digitalisation and reducing technological inequality.

Areas such as cybersecurity and the use of AI remain insufficiently regulated. These very areas can become tools for threatening global security and stifling the development of unfavoured countries.

Thirdly, the priority of cooperation.

The potential for conflict is growing day by day. At a time when even the rules of international law are beginning to be treated as a relic, it is crucial to remain committed to the principles of equity and indivisible security. To prevent flashpoints of tension from escalating into a full-scale war, a new system capable of ensuring a balance of power is needed.

We discuss the creation of such an architecture at the annual Minsk International Conference on Security. The idea of the Eurasian Charter of Diversity and Multipolarity in the 21st Century was born on this platform. The document could contribute to the development of a new system of cooperation across the Eurasian continent and be applied globally.

Fourthly, sustainable development aimed at improving infrastructure, strengthening human resources, and enhancing overall welfare.

At the same time, food security is becoming increasingly important. Military conflicts, disruptions to supply chains, illegal unilateral coercive measures, and climate change often lead to shortages and interruptions in food supply.

Belarus is always ready to lend a helping hand, and we call for sharing achievements in improving living standards, the quality of nutrition, and the efficiency of agricultural production.
