WASHINGTON, D.C. - Today, Congressman Chris Deluzio (PA-17) announced his new bill, the Whole Health for Veterans Act, which would cap or eliminate co-payments for all Veterans Health Administration enrolled veterans participating in the VA Whole Health program. The recent implementation of copays for this VA program has made it more expensive than most gym memberships and unaffordable for many veterans.
"My bill is simple: it lowers and cuts co-pays so more of my fellow veterans can participate in the VA Whole Health program," said Congressman Deluzio. "I have seen this program in action at VA Pittsburgh-where it's helping veterans stay healthy and can keep healthcare costs down-and veterans love it. Let's get these co-pays down so that veterans aren't priced out of this VA program."
Specifically, Congressman Deluzio's bill would make VA Whole Health participation free for veterans in VA priority groups 1-5 and would cap co-payments at $30 per month for priority group 6-8 veterans. Congressman Deluzio spoke in support of his Whole Health for Veterans Act in the House Veterans' Affairs Committee on January 13, 2026.
VA Whole Health is about helping each veteran proactively identify and then achieve their unique fitness and health goals. Each VA Medical Center may offer slightly different services, which can include one on one coaching, nutrition plans, weight management classes, strength and mobility classes, alternative pain management therapies like massage and acupuncture, and more. This program builds on VA's wholistic approach to healthcare, which views physical, emotional, spiritual, and mental health as part of an interconnected network instead of separate and individual things.
