Indiana Department of Transportation Limits on Type IL Cement

INDOT's Recurring Special Provision (RSP-M-069), which limits limestone content in Type IL cement to 10% by mass, lacks technical justification and may unnecessarily restrict material performance and innovation. Experience in adjacent states and elsewhere contradicts INDOTs approach. ACA is advocating a collaborative approach with INDOT to address their concerns.
