Media Statement: Defence Committee Welcomes Reserve Force Concept but Calls for Greater Synergy Across Government

Parliament, Monday, 23 March 2026 - The Joint Standing Committee on Defence has welcomed the concept paper presented by the Reserve Force Council (RFC) aimed at rejuvenating the Reserve Force as a critical surge capability of the South African National Defence Force (SANDF).

The committee expressed its appreciation for the ambition and potential reflected in the concept, particularly its recognition of key national challenges, such as youth unemployment, declining patriotism and increasing ill-discipline among young people. Members noted that the proposal presents an opportunity to contribute meaningfully to both national security and youth development.

However, the committee emphasised the urgent need for the RFC to conclude its consultation process and to develop a clear, detailed and implementable plan. Such a plan must outline how the concept will be rolled out, its alignment with the broader SANDF force design, and the specific role of the Reserve Force within that framework.

The committee further cautioned against the duplication of programmes across government departments and called for enhanced collaboration to ensure efficient use of limited resources. In this regard, the importance of a coordinated, whole-of-government approach was strongly underscored.

While acknowledging the inclusion of youth employment and development streams in the concept, the committee reiterated that the primary objective of the Reserve Force must remain the provision of a combat-ready capability that can be deployed when required.

The committee also raised concerns about the potential risks associated with recruiting and training unemployed youth without sustainable pathways, warning that this could pose unintended security challenges if not properly managed. It stressed the importance of integrated planning to ensure both the successful rejuvenation of the reserves and the positive development of young South Africans.

The committee clarified that it has not rejected the concept paper but is seeking greater clarity and coherence to ensure its successful implementation. It also called for alignment with the Ministry's broader strategic initiatives, including the "Journey to Greatness" concept.

The Joint Standing Committee on Defence reaffirms its commitment to engage constructively with the Reserve Force Council and the Ministry of Defence and Military Veterans and looks forward to considering the final implementation plan in due course.
