Law ratifies convention on legal status of delegations to CIS member countries

The Federal Law was adopted by the State Duma on July 15, 2025, and approved by the Federation Council on July 16, 2025.

Reference note from the Presidential State-Legal Directorate

The Federal Law ratifies the Convention on the legal status of delegations sent to the member countries of the Commonwealth of Independent States, which was signed in Moscow on October 8, 2024.

The Convention sets forth the procedure for sending delegations and appointing their staff members and also governs the privileges and immunity that the members of these delegations require to fulfil their duties.

The provisions contained in the Convention take into consideration specific aspects of the current international rules and norms used by other international intergovernmental organisations. The Convention offers delegation members safeguards against possible infringements or offences by foreign law enforcement agencies or international justice institutions.

The Convention is subject to ratification in accordance with para. 1 (a) and (b) of Article 15 of the Federal Law On the Treaties of the Russian Federation.
