On September 25, 2025 local time, Vice Foreign Minister Ma Zhaoxu attended and addressed the United Nations (UN) High-level Meeting to Launch the Global Dialogue on Artificial Intelligence (AI) Governance in New York.
Ma Zhaoxu stated that President Xi Jinping's proposal for the Global Governance Initiative is of great significance for advancing global AI governance. China advocates that global AI governance should uphold sovereign equality, ensuring the rights of all countries to develop AI, with equal participation, equal decision-making and equal benefits. He urged countries to abide by the international rule of law and the purposes of the UN Charter, and oppose the use of AI technology as a tool to maintain hegemony. Countries should practice multilateralism, support the UN's role as the main channel, and gradually form a global governance framework and standard norms with broad consensus. It is imperative to advocate a people-centered approach and enable people of all countries to share the benefits of AI development. Countries should also focus on taking real actions and be proactive in promoting AI development for good and for all.
Ma Zhaoxu noted that China has put forward the AI+ International Cooperation Initiative, demonstrating its active willingness to strengthen practical cooperation with other countries and leverage AI to empower all industries. Since its release a year ago, the AI Capacity-Building Action Plan for Good and for All has improved the well-being of people in various countries. The capacity-building projects hosted by China have provided assistance for countries to accelerate their intelligent transformation.
Ma Zhaoxu said that China's initiative to establish a world AI cooperation organization is an important pioneering move to promote global AI governance. China looks forward to the world AI cooperation organization and the Global Dialogue on AI Governance promoting each other and making unremitting efforts towards the common vision of unleashing the dividends of intelligence and bridging the intelligence gap.
