Harshbarger Statement on FY27 Appropriations

Washington, D.C - Congresswoman Diana Harshbarger (R-TN) today released the following statement after voting to pass H.R. 9770, the Continuing Appropriations Act, 2027 . The vote comes as Senate Democrats yet again threaten to shut down the government ahead of the September 30 fiscal year-end deadline, just weeks before Election Day. This clean, short-term funding measure keeps the government open through December 4, 2026, taking that leverage off the table and sparing the American people from unnecessary uncertainty, disruption, and political brinkmanship:

"After Democrats drove the two longest government shutdowns in American history, they are once again obstructing the constitutional funding process. Senate Democrats are refusing to advance a single FY27 appropriations bill in the upper chamber, and House Democrats have shown today that this isn't only a Senate problem-it's a Democrat problem, top to bottom.

"House Republicans have done the work. Every single appropriations bill is out of committee, three have already passed the Floor, and we're acting weeks ahead of the September 30 deadline to keep the government open. Democrats in both chambers have done nothing but obstruct, because a shutdown right before an election is the only leverage they've got left.

"While Democrats want to hold federal workers, military families, and Americans relying on SNAP and WIC hostage to score political points, House Republicans are taking proactive steps to reject last-minute governing and shutdown politics before the election.

"Tennesseans don't want Washington playing games with a government shutdown, they want us doing our jobs. That's exactly what tonight's vote was about."

BACKGROUND:

The legislation extends government funding at current levels while the House continues work on full-year fiscal 2027 appropriations. House Republicans have pushed to fund the government through regular order rather than a last-minute, pork-filled omnibus. All 12 FY27 appropriations bills have been reported out of the House Appropriations Committee, and three have passed the House Floor with bipartisan support. The Senate has yet to advance any FY27 appropriations bill due to Democrat-led obstruction.

The stopgap keeps the Supplemental Nutrition Assistance Program (SNAP), Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), Temporary Assistance for Needy Families (TANF), the National Flood Insurance Program, the Federal Emergency Management Agency (FEMA) Disaster Relief Fund, and other essential programs funded without interruption, and includes no partisan add-ons.

Supporting this legislation keeps the government open, protects national security and essential services, and preserves the path to completing full-year FY27 appropriations during the remainder of the 119th Congress.
