During the Meeting on Human Mobility Along the Northern Migration Corridor held in Mexico City, Mexico's Undersecretary for Latin America and the Caribbean, Raquel Serur Smeke, and Jorge Rojas Rodriguez, Deputy Foreign Minister at the Colombian Foreign Ministry, met to deepen the dialogue on bilateral and regional matters, particularly regarding human mobility and the strategic relationship between both countries.
Undersecretary Serur and Deputy Minister Rojas reaffirmed the excellent bilateral relationship. They emphasized both governments' commitment to working together on migration management while upholding human rights and the dignity of people in situations of human mobility.
They highlighted the progress made in managing migration flows, which continue to increase both within the Americas and from other continents.
They recognized the need to create opportunities for cooperation to handle migration flows appropriately. Their comprehensive and multidimensional approach includes labor mobility projects, information campaigns about Mexico's entry requirements and the risks of irregular migration, establishing clear procedures for receiving international flights, improving conditions in airport inadmission areas, and creating voluntary return and deportation programs that respect human rights, while supporting reintegration.
They also discussed the need to exchange information and experiences regarding assistance protocols for victims of human trafficking and migrant smuggling, strengthening the legal framework in this area, and cooperation to establish a regional bloc based on shared responsibility within frameworks such as the Palenque Meeting and the Los Angeles Declaration, among others.
To explore these topics further, the delegations agreed to convene the 5th Migration and Consular Affairs Group and the 5th Working Group on Entry, Secondary Inspection and Entry Denial in February 2025.
They also agreed to hold the 4th meeting of the Strategic Relationship Council in Bogota during the first half of the year, to strengthen and further diversify the bilateral relationship.
Undersecretary Serur and Deputy Minister Rojas agreed on the importance of multilateral coordination based on their many shared positions in various areas.
Finally, they emphasized the importance of maintaining direct communication to ensure that their coordinated work deepens the bilateral relationship between the two nations.
