On Wednesday, February 18, 2026 at 11:22 a.m., Portland Police officers assigned to East Precinct responded to the area of Southeast Foster Road and the I-205 interchange on a welfare check for a man who was walking along and appeared to be bleeding. Officers found him and determined that the victim, an adult male, had been shot.
He was transported to the hospital by ambulance. The victim underwent surgery and stabilized. His injuries are not believed to be life threatening.
Officers gathered information and learned the shooting likely happened outside a house in the 6300 block of Southeast 96th Avenue. They surrounded the house and learned that two people were inside. They called in additional officers, a UAS/drone unit, and the K9 unit, opened communications with the people in the home, and asked them to come out. Both men were cooperative and were detained by police pending an investigation. The Enhanced Community Safety Team (ECST) responded to the scene to assist with the investigation. One of the men was released without charges.
An ECST detective applied for, and a judge signed, a search warrant for the house. ECST seized 1 handgun, 1 rifle, and 1 shotgun. The handgun is believed to be the weapon used in the shooting. The investigation suggests that the victim was looking for cans and cigarette butts alongside the home when the two residents confronted him. One of the residents, Rian P. Jeans, 31, shot the victim. Jeans was booked into the Multnomah County Detention Center on charges of Assault in the First Degree and Unlawful Use of a Weapon.
