ROK-led Resolution on Artificial Intelligence in the Military Domain Adopted at the United Nations

1. At the 79th session of the United Nations General Assembly's First Committee, the resolution titled "Artificial Intelligence in the Military Domain and its Implications for International Peace and Security," jointly submitted by the Republic of Korea (ROK) and the Netherlands, was adopted on Wednesday, November 6, with overwhelming support from UN Member States.

2. This is the first resolution adopted at the UN with a specific focus on AI in the military domain. While there are two previous resolutions addressing AI in the civilian domain - respectively submitted by the United States and China in March and July this year - no resolution concerning AI in the military domain has been proposed until now.

3. The resolution emphasizes several key points -- the affirmation of the application of international law to AI in the military domain; the necessity to harness the benefits and minimize the risks associated with the application of AI in the military domain; the importance of narrowing the AI divide between developing and developed countries while enhancing capacity building; the significance of a multi-stakeholder approach involving international organizations, academia, and civil society; and a request for the United Nations Secretary-General's report seeking the views of States and other stakeholders on this issue.

4. The ROK and the Netherlands have taken a leading role in developing international norms for AI in the military domain, including by co-hosting the first Responsible AI in the Military Domain (REAIM) Summit in 2023 in The Hague and the second in 2024 in Seoul. Building upon their collaborative

efforts at the REAIM Summits, the two countries shared the necessity for continued cooperation on this topic within the United Nations and have worked closely together since early this year to submit this resolution.

5. After months of deliberation and consultations, both nations crafted a balanced text that garnered widespread support from the international community on this sensitive and emerging security agenda. The two countries also engaged in proactive diplomatic efforts with UN Member States to facilitate the adoption of this resolution.

6. This marks the third occasion on which the ROK has led the adoption of a resolution in the First Committee since obtaining membership in the United Nations in September 1991. This achievement reflects the ROK's ongoing commitment to enhancing its leadership in multilateral diplomacy, particularly in the fields of disarmament and non-proliferation.

7. Building on its global AI leadership established through the AI Seoul Summit and the second Responsible AI in the Military Domain (REAIM) Summit, the government of the ROK, as a Global Pivotal State (GPS), will continue to spearhead international efforts to develop norms for the responsible application of AI in the military domain and to strengthen the rules-based international order.
