Oregon Republican Party Stands Firm Against HB 3991 Tax Hike - Calls on Senate to Protect Oregonians

The Oregon Republican Party strongly condemns the passage of HB 3991 in the State House over the weekend, which represents a massive tax increase on Oregon families, farmers, and small businesses. This legislation imposes sweeping new taxes on hardworking Oregonians-raising gas taxes, payroll taxes, vehicle registration fees, and implementing per-mile road usage charges-without providing the oversight or accountability Oregon families deserve.

We would like to commend the 23 Republicans who stood with everyday Oregonians and fought Tina Kotek and her super majority. Your message of fiscal sanity echoed through the halls of the Capitol and throughout Oregon. And to the one "Republican" who decided to side with Tina Kotek instead of Oregonians desperately trying to keep up with the rising cost of living in this state…your message was heard too.

HB 3991 is packed with costly tax hikes, including:
• Significant increases in vehicle registration fees.
• Higher title fees for Oregonians purchasing or transferring vehicles.
• Additional costs layered onto drivers already struggling with rising fuel prices.

Rather than working with Republicans, who presented practical solutions to fund ODOT without raising taxes, Democrats chose once again to balance their spending agenda on the backs of working Oregonians.

The ORP urges the Oregon State Senate to stand with taxpayers and vote NO. The House has abandoned fiscal accountability; now it's the Senate's turn to protect Oregon families from harmful tax increases. Public skepticism is high-Oregonians continue to reject this cascade of taxes and fees, especially without meaningful reforms or performance auditing of ODOT.

HB 3991 is part of Governor Kotek's transportation funding package advanced during a special session. While framed as a short-term fix to avoid layoffs and maintain current infrastructure, the plan shifts the burden heavily onto taxpayers and offers only minimal accountability-plans that Republicans believe are fiscally irresponsible and damaging to trust in state government.

Republicans remain committed to financial stewardship and transparency. We call on the Senate to reject this tax-heavy proposal. Oregon families deserve better: efficient spending, not exploitation of budget crises to fund permanent tax hikes.
