To help Philadelphia businesses meet City and State recycling requirements more easily and consistently, the Sanitation Department has launched the Commercial Waste and Recycling Portal. This centralized platform consolidates multiple reporting and compliance processes into one streamlined location, improving efficiency for businesses and supporting Philadelphia's broader recycling and sustainability goals.

Key Functions
For Philadelphia Businesses
Through the portal, businesses can:

Submit or revise a Waste & Recycling Plan, formerly known as the Commercial Waste Report - Required documentation outlining a business's waste management practices, submitted to the City's Department of Sanitation.

Access recycling resources on phila.gov - Including guides, posters, handouts, and more.

Submit an FM-11 - Annual recycling report submitted to Pennsylvania's Department of Environmental Protection.
For Haulers and Document Destruction Companies
The portal also enables:

Submission of the FM-12 (Act 101 Annual Recycling Tonnage Report) - For waste and recycling haulers, document destruction companies, and other recyclables transporters operating in Philadelphia.
