Implementation of Montenegro-U.S. Intergovernmental Agreement on Strategic Projects begins

Following the signing of the Intergovernmental Agreement between the Government of Montenegro and the Government of the United States of America on cooperation for the implementation of strategic projects in Washington, D.C., on 24 July 2026, activities to implement the Agreement have commenced.

The Ministry of Public Works, headed by Minister Majda Adžović, who signed the Agreement on behalf of the Government of Montenegro, has, in accordance with Article 3 of the Agreement, submitted the first two strategic projects to the U.S. side under the new framework for cooperation between Montenegro and the United States.

The projects include the Adriatic-Ionian Corridor, a strategic infrastructure project integrating transport, energy and digital infrastructure with the aim of enhancing Montenegro's regional connectivity, as well as the National Serviced Integrated Cargo Scanning and Border Control Modernization Project, aimed at enhancing customs capacities, improving the efficiency of goods inspections and strengthening border security. A Call for Expressions of Interest has been published for these projects, targeting U.S. companies.

The submission of these projects marks the beginning of the Agreement's concrete implementation, opening up opportunities for a stronger partnership with the United States and the implementation of projects of strategic importance to Montenegro.

The Agreement signed in Washington, D.C., provides an important framework for further strengthening cooperation between Montenegro and the United States in the areas of strategic infrastructure and development. The proposed projects represent the first concrete step in utilising the mechanisms established by the Agreement and create opportunities for further developing and implementing joint initiatives of mutual interest.

Through this new framework for cooperation with the United States, the Government of Montenegro will continue to create conditions for the development and implementation of strategic projects aimed at modernising infrastructure, supporting economic development and strengthening Montenegro's long-term international connectivity.
