The European Commission's Service for Foreign Policy Instruments has been making essential contributions to the EU's support to Ukraine's resilience and war effort during this time:
Humanitarian mine action
Since 2022, FPI has provided Ukraine with over €85 million in support for humanitarian mine action, contribution to the return of 40.000 square kilometers of land to productive use.
We support the Government of Ukraine in its ambitious reform of the mine action sector to ensure that land is released in the safest and most efficient manner. This is essential for enabling displaced people to return to their homes and for economic recovery in frontline and liberated areas. Our assistance includes the provision of substantial demining equipment, as well as national and international expertise to Ukraine's mine action authorities and state operators. Additionally, we provide support to demining NGOs for mine clearance, training, and victim assistance. Team Europe has allocated more than €360 million to the sector, making it the second-largest donor to mine action in Ukraine globally.
Accountability and international justice
FPI has paved the way towards the establishment of a Special Tribunal for the Crime of Aggression against Ukraine by financing an Advance Team for the institutional, logistical and organisational groundwork. The Special Tribunal, once fully established, will have the mandate to prosecute senior political and military leaders for the crime of aggression against Ukraine. Previously, FPI had already supported the establishment of the International Centre for the Prosecution of the Crime of Aggression at Eurojust whose work will ultimately feed into the future Special Tribunal's proceedings as well as cases before national courts or the International Criminal Court (ICC) for crimes within its jurisdiction.
We have also supported ICC investigations, the collection of war crimes evidence by the Office of the Prosecutor General of Ukraine, the search for missing persons, and mobilised support for survivors of conflict-related sexual violence.
Strengthening Ukraine's societal resilience, energy security and infrastructure
FPI has been investing into Ukraine's energy resilience through the provision of generation and decentralisation equipment as well as repairs in frontline areas. We have also helped refurbish over 80 educational institutions that have been damaged or destroyed and contributed to a return to normality in de-occupied territories through removal and management of debris. Following the Kakhovka dam destruction, we have helped with the reconnection to water and electricity and we are providing equipment to help protect civilians and critical civilian infrastructure from drone attacks. Finally, we are supporting Ukraine through European satellite connectivity.
To help address the impact of the war on society, FPI is funding retreats and rehabilitation opportunities for children and families notably from frontline areas, supporting children returning from or at risk of Russian abduction and investing into efforts to counter Russian information warfare. We are also providing support to veterans in their transition towards civilian life.
Military equipment
The EU, through the European Peace Facility (EPF), has provided substantial military equipment to support the Ukrainian Armed Forces defend its territorial integrity and population. This support to Ukraine aims at reinforcing its military and defence capabilities by supplying non-lethal equipment, such as trucks, buses, ambulances, surgery and stabilisation units, radiology units or tactical first-aid kits; as well as military equipment and platforms designed to deliver lethal force. The European Peace Facility has enabled the financing of such equipment delivered by Member States.
