As of 11 August 2025 at 12:00 (Kyiv time), applications are open for the Tailored Onsite Knowledge and Analytical Skills Programme for Ukrainian public administration employees.

Application Period:

  • Start: August 11, 2025, at 12:00 (Kyiv Time)

  • End: September 8, 2025, at 17:00 (Kyiv Time)

The Training Programme at the College of Europe in Natolin is a pivotal component of the EU-funded Natolin4 Capacity Building Phase II - Strengthening Ukrainian Public Administration for EU Integration project.

This programme has been carefully designed to equip Ukrainian public administration employees with the necessary knowledge and skills required for successful accession to the European Union. The programme will be conducted in small, tight-knit groups to increase the efficiency and comfort of the learning process. 12 groups will be formed through regular open calls for applicants, each consisting of up to 9 officials, with special emphasis on preparation for and participation in accession negotiations.

A total of 100 participants will be selected for the programme.

To participate in the programme, you should:

  • Be actively engaged in the European Integration process (members of negotiation working groups will be given preference);

  • Demonstrate strong motivation to enhance your knowledge and analytical skills;

  • An English proficiency level of B2 is required to fully benefit from the programme;

  • Be able to commit the necessary time required for all programme activities;

  • Be a public administration employee.

Training Program's Dates and Themes:

  • 4th Edition: November 2 - December 12, 2025
    Focus: Cluster 3 - Competitiveness & Inclusive Growth
  • 5th Edition: January 11 - February 20, 2026
    Focus: Cluster 5 - Resources, Agriculture & Cohesion

An information session for interested applicants will be held on 19 August 2025 at 11:00 (Kyiv time) / 10:00 (CET).

During the information session, participants will have the opportunity to meet the project team, learn more about the project and programme, the participation requirements and selection process, and ask questions.

The Natolin4Capacity Building Phase II - Strengthening Ukrainian Public Administration for EU Integration (N4CB-II ) is funded by the European Union and jointly implemented by the College of Europe in Natolin and the High School of Public Governance, in cooperation with the Governmental Office for Coordination of European and Euro-Atlantic Integration and the National Agency of Ukraine on Civil Service.

The project will run until January 2027 and will provide training for 100 selected Ukrainian public administration employees through six-week tailored programmes delivered with the participation of EU experts, including practitioners with hands-on experience in EU accession negotiations.

This project builds on the previous EU-funded initiative - Natolin4Capacity Building (N4CB), which was implemented between 2020 and 2024.

Key Highlights of the Project:

  • Tailored Onsite Knowledge and Analytical Skills Programme for 100 selected Ukrainian public administration employees at the College of Europe in Natolin;

  • Training of Trainers module for 36 public administration employees, who are interested in sharing their experience and knowledge as course developers and trainers in European integration topics;

  • 22 customized e-learning courses on European integration, including 5 newly developed ones, some of which will be made publicly accessible;

  • Onsite intensive training sessions in Kyiv, reaching 90 participants;

  • Expert-led webinars on key EU integration topics
