Carrollton Appoints New Library Director

The City is pleased to announce the selection of Rachel Young as the new Carrollton Public Library Director.

Young, who has functioned as Interim Director since October 2025, joined Carrollton in 2013 as a Youth Services Librarian before transitioning to Manager at Josey Ranch Lake Library in 2016 where she served for nearly 10 years before stepping into this Director role.

"When the need arose for a new Library Director, City management was pleased to consider Young among a strong pool of internal candidates," Assistant City Manager Chrystal Davis said. "She understands the Carrollton Public Library and the community around it exceptionally well, recognizing the role of libraries as vital community spaces centered on learning, connection, and belonging. Her commitment to responsive service, along with her strong record of engaging residents and delivering innovative Library programs, makes her an excellent choice to lead the Carrollton Public Library."

As Manager, Young focused on strategic planning to bring meaningful services, resources, and experiences to residents. Davis said her leadership qualities, extensive experience in municipal Library operations, and deep understanding of Carrollton will support a seamless transition and continued success in her new responsibilities. As Director, Young will guide the growth of Library initiatives, ensuring they align with residents' needs and the highest levels of service.

"I'm excited and honored to continue serving in this new role, as libraries are not just a profession for me, but a passion," Young said. "I believe we have something to offer everyone, whether that is assisting with information, resources, and ways to discover a new skill, providing opportunity for connection, or offering spaces where visitors can work, study, or relax. I am ready to continue the great offerings the Carrollton Public Library already provides and am excited to explore new services that will benefit the community."

Young holds a Master of Library Science from Texas Woman's University and a Bachelor of Arts in English from Texas State University in San Marcos. She began her library career with the Dallas Public Library in 2008. Her professional affiliations include the American Library Association, Public Library Association, Texas Library Association, and the Texas Municipal Library Directors Association.
