Sen. Rick Scott’s More Affordable Care Act to Fix Obamacare Gains Additional Senate Support with Sens. Mike Lee, Cynthia Lummis

WASHINGTON, D.C. - Today, Senator Rick Scott announced the support of Senators Mike Lee and Cynthia Lummis on his More Affordable Care Act, to fix the failures of Obamacare and drive down costs for American families. Congressman August Pfluger, chairman of the Republican Study Committee, is leading this bill in the House of Representatives.

The common sense More Affordable Care Act allows American families to choose the health care coverage that best fits their individual needs by increasing transparency in the health care system, offering families the choice to shop across state lines, and sending any federal subsidies directly to Americans instead of insurance companies using HSA-style Trump Health Freedom Accounts that allow these funds to be applied to premiums and put health care decisions in the hands of Americans.

Senator Scott also outlined his proposal in his recent Fox News op-ed, "I Grew Up in Public Housing and I Know How to Fix Obamacare."

Senator Rick Scott said, "American families see clearly that Obamacare has failed to deliver on its promises - instead, it created a broken system that screwed over the American people with higher costs and fewer options. Families are left paying higher premiums and higher deductibles for health care plans that don't even fit their needs. We can fix that: we just have to let Americans be the consumer so they can get care that truly fits their needs and drive competition to lower costs. I'm proud to have the support of Senators Mike Lee and Cynthia Lummis, as well as Chairman August Pfluger in the House on my More Affordable Care Act that makes commonsense changes that empower American patients, not the government, to make their own decisions. We can make Obamacare actually work for families by giving them options, allowing them to shop across state lines, increasing transparency in health care, and giving any financial support to them directly through HSA-style Trump Health Freedom Accounts so families can choose the care that fits their needs. With more competition, clearer pricing, and allowing Americans, not government, to be the consumer, we can transform Obamacare into a system that gives Americans the freedom to get the care they need."

Senator Mike Lee said, "Obamacare has scammed American families from the start. The More Affordable Care Act will let the free market run its course to deliver lower pricing and improved transparency so Americans can make informed and affordable decisions. Trump Health Freedom accounts will ensure Americans get the aid they've been allocated, instead of handing it out to insurance companies. States will be able to opt out of Obamacare provisions and allow residents to shop across state lines for better health plans. These changes will advance President Trump's health care transparency agenda and start to relieve Americans from the lies sold by Obamacare."

Senator Cynthia Lummis said, "I'm pleased to be working with Senator Rick Scott and other Republicans who are coming up with sensible solutions to try and fix the mess that is the Affordable Care Act. American taxpayers should not be subsidizing insurance companies; instead, we need to be empowering patients. The More Affordable Care Act includes pre-existing condition protections, lower costs for families, and forces competition into the healthcare marketplace."

Senator Scott's legislation:

  • Establishes Trump Health Freedom Accounts, HSA-style accounts that ensure federal dollars to support families are delivered to them directly, not funneled to insurance companies;
  • These funds can be applied to premiums and will be Hyde-compliant by restricting use on abortion health plans or abortion services;
  • Offers more options for plans that will create market-driven incentives to drive down costs;
  • Allows Americans to shop across state lines with the creation of a state waiver program within the Affordable Care Act, further expanding competition within the health insurance market and the availability of health insurance plans within existing ACA exchanges.
    • Any health insurance plan that is approved by a waiver state's insurance commissioner shall be sold on an easily accessible exchange, whether that's the federal exchange of healthcare.gov, a state's exchange, or a state-managed, commercially run exchange.
  • Enhances President Trump's Executive Order to increase transparency in health care and provide patients with the price and quality of a good or service in advance. Families will have up-front pricing on what things will cost them - a health care menu - so they can make informed decisions and plan for their needs.
  • Maintains protections for pre-existing conditions; and
  • Enhances the Small Business Tax Credit to encourage employer-sponsored coverage and increase accessibility.
