New York Declaration from the Fifth Summit of the International Crimea Platform on September 24, 2025.
We, the representatives of States Members of the United Nations and of international organizations, have gathered on 24 September 2025 in New York on the margins of the High-Level Week of the 80th session of the United Nations General Assembly - which also marks the 80th anniversary of the founding of the United Nations - to reaffirm our steadfast commitment to the purposes and principles enshrined in the Charter of the United Nations.
These purposes and principles remain timeless, universal and an indispensable foundation for a more peaceful, prosperous and just world.
We recall the obligation of all States under Article 2 of the Charter to refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations, and to settle their international disputes by peaceful means.
We reaffirm that no territorial acquisition resulting from the threat or use of force shall be recognized as legal.
We acknowledge the United Nations General Assembly's consistent and principled stance in defending and upholding these prinсiples, as reflected in the numerous resolutions adopted by this most representative organ of the United Nations.
We condemn the aggression by the Russian Federation against Ukraine, in violation of Article 2 (4) of the Charter, which began with the attempted annexation of the Autonomous Republic of Crimea and the city of Sevastopol.
We also condemn the ongoing temporary occupation by the Russian Federation of part of the territory of Ukraine, including the Autonomous Republic of Crimea and the city of Sevastopol, and certain areas of the Kherson, Zaporizhzhia, Donetsk and Luhansk oblasts, and reaffirm the non-recognition of their attempted annexation.
We reaffirm our commitment to the sovereignty, independence, unity and territorial integrity of Ukraine within its internationally recognized borders, extending to its territorial waters.
We recall and support all relevant resolutions of the United Nations General Assembly adopted since 2014 in response to the violations of Ukraine's sovereignty and territorial integrity, including those addressing the human rights situation in the temporarily occupied territories of Ukraine, including the Autonomous Republic of Crimea and the city of Sevastopol, Ukraine, and the problem of the militarization of Crimea, as well as parts of the Black Sea and the Sea of Azov.
We are gravely concerned that the provisions of these resolutions and of other relevant decisions and outcome documents adopted in multilateral formats, have not been implemented by the Russian Federation.
We condemn violations and abuses of human rights law and international humanitarian law perpetrated by the Russian occupying authorities against the residents of Crimea and other temporarily occupied territories of Ukraine, encompassing, among other things, enforced disappearances, forcible transfers and deportation, including of children, arbitrary detentions, torture, discrimination against Ukrainians, the Crimean Tatar Indigenous People and persons belonging to other ethnic and religious groups.
We reiterate our demand that the Russian Federation immediately, completely and unconditionally withdraw all of its military forces from the territory of Ukraine within its internationally recognized borders, and our demand for an immediate cessation of the hostilities by the Russian Federation against Ukraine, in particular of any attacks directed against civilians and civilian objects.
We express support for the efforts to promote a comprehensive, just and lasting peace in Ukraine, consistent with the Charter of the United Nations, including the principles of sovereign equality and territorial integrity of States. We stand ready to engage constructively in the relevant diplomatic efforts, consultation and coordination formats, such as the International Crimea Platform.
Ending Russia's aggression and ensuring a just and lasting peace in Ukraine is imperative not only for restoring Ukraine's territorial integrity, but also for safeguarding international law, strengthening global peace and security, and upholding the authority, credibility and founding principles of the United Nations.
