The BGA Policy team applauds the Chicago City Council's approval of Mayor Brandon Johnson's appointment of David Glockner as the next Inspector General for the City of Chicago. The Office of Inspector General plays a vital role in promoting accountability, transparency, and public trust across city government, and this appointment marks an important moment for the city.
Full disclosure, I had the privilege of serving as a member of the Inspector General search committee. The committee was tasked with reviewing applicants, conducting interviews, and ultimately recommending three finalists to the Mayor for consideration. Throughout the process, the committee operated professionally, collaboratively, and with a strong sense of purpose. Members remained focused on identifying qualified candidates who could effectively lead one of the city's most important oversight offices.
This process also demonstrated the value of reforms championed by the Better Government Association. Following the extended six month appointment process that occurred during former Mayor Lori Lightfoot's selection of Deborah Witzburg, the BGA was instrumental in advocating for and helping pass ordinance changes that established more appropriate timelines for filling Inspector General vacancies.
The result this time was a process that moved efficiently and responsibly. The search committee worked diligently and on schedule, while the Mayor's Office helped facilitate a process that was organized, timely, and respectful of the importance of the role.
Importantly, this appointment process may also serve as a model for how other city departments and sister agencies select leadership in the future. A structured search committee process with defined timelines and transparent procedures proved to be both effective and credible.
