On December 18, 2025 the Minister of Foreign Affairs of the Repbulic of Belarus, Maxim Ryzhenkov, met with the UN Special Rapporteur on the negative impact of unilateral coercive measures of human rights, Professor of the Faculty of International Relations at the Belarusian State University, Elena Dovgan.
The interlocuters discussed the impact of unilateral coercive measures on the enjoyment of citizens' rights, as well as other topical international legal issues.
Maxim Ryzhenkov emphasised the importance of Professor's work in ensuring international law order and justice, and noted that the results of her work as a Special Rapporteur have received recognition and high praise on the international arena.
For the active human rights work in the face of contemporary international challenges, cooperation with the Ministry of Foreign Affairs of the Republic of Belarus on issues of disseminating knowledges and researches in the field of international law, training qualified specialists for diplomatic service, and in connection with the 30th anniversary of the founding of the Faculty of International Relations at the Belarusian State University, Maxim Ryzhenkov presented Elena Dovgan with the award badge "Partnership" - the highest award of the Ministry of Foreign Affairs of the Republic of Belarus.
