The Texas Real Estate Commission's (TREC) Education Standards Advisory Committee (ESAC) met on July 6, 2026, to discuss the upcoming review of qualifying real estate education content, provide feedback on education-related rule recommendations, and consider future committee initiatives.
Committee members received an update on TREC's upcoming job task analysis (JTA), which will help guide future revisions to sales agent qualifying education and licensing examinations.
During the last legislative session, TREC received authority to establish the content requirements for sales agent qualifying education, providing greater flexibility to modernize course content, the ability to recognize equivalent coursework completed in other states, and the opportunity to develop Texas-specific education where appropriate.
Committee members also discussed developing a Texas-specific qualifying education course to address topics unique to Texas real estate practice, such as intermediary relationships. To help prepare for that work, ESAC formed a smaller working group.
The committee also reviewed education-related rule recommendations from the Texas Regulatory Efficiency Office (TREO), a recently established office within the Office of the Governor responsible for reviewing state agency rules and identifying opportunities to improve efficiency and transparency.
ESAC discussed those recommendations and provided feedback to staff. Any recommendation ultimately selected for further consideration will still follow TREC's standard rulemaking process, including advisory committee and Commission review and additional opportunities for public comment before any rule changes could be adopted.
Committee members raised concerns about the growing use of artificial intelligence in education. They discussed reports of AI tools being used to complete continuing education courses without student participation and suggested examining whether existing rules adequately address emerging AI capabilities.
The committee also expects to receive updates at its next meeting on the progress of the JTA, recommendations from the newly formed working group, and potential education-related rule proposals.
