Foreign Ministry Spokesperson Guo Jiakun’s Regular Press Conference on September 22, 2025

CCTV: The recent ramping up of tensions in the Palestinian-Israeli conflict resulted in grave casualties among Palestinian civilians and mass displacement. We noted that one country after another announced recognition of the Palestinian state, including Western countries such as the UK, Canada and Australia. However, the U.S. still sells weapons to Israel while holding talks with Gulf states about an interim governing structure of post-conflict Gaza. What's your comment?

Guo Jiakun: To bring an early end to the conflict and achieve lasting peace are what people in Palestine, Israel, and across the Middle East want. It is also a pressing task for the international community.

Gaza belongs to the Palestinian people and is an inseparable part of the Palestinian territory. China believes that facing the current situation, a comprehensive ceasefire in Gaza must be pursued and the humanitarian catastrophe must be alleviated with utmost sense of urgency. The country with special influence on Israel needs to step up to the responsibility. The principle of "Palestinians governing Palestine" must be observed and the legitimate national rights of Palestine ensured in the post-conflict governance and reconstruction arrangement. The two-State solution must remain the path forward, which requires more global consensus and zero unilateral action that erodes the foundation of the two-State solution.

Force and violence will not deliver peace and security. China stands ready to work with the international community to remain committed to a ceasefire in Gaza, firmly support the Palestinian people's just cause of regaining their legitimate national rights, and make unremitting efforts toward a comprehensive, just and lasting solution to the question of Palestine at an early date.

Reuters: Premier Li Qiang is at the UNGA this week. Will he be delivering a speech? Also, will Premier Li be delivering an update to China's national climate plan?

Guo Jiakun: On details about Premier Li Qiang's schedule for the general debate of the 80th UNGA session and relevant high-level events, we will release information in due course. Please check back for updates.

Bloomberg: President Donald Trump said he would meet Chinese President Xi Jinping on the sidelines of the upcoming Asia-Pacific Economic Cooperation summit and hailed progress toward finalizing a deal over TikTok. We're wondering if there's any further information beyond what's already in the readout about the call between the two leaders, whether they will meet at APEC, and any further details on the TikTok deal?

Guo Jiakun: Heads-of-state diplomacy plays an irreplaceable role in providing strategic guidance for the China-U.S. relations. The presidents of China and the U.S. maintain close exchanges and communication. On the specifics you mentioned, the two sides are in communication. I have no information to share at the moment.

China's position on the TikTok issue is clear: The Chinese government respects the wishes of the company in question, and would be happy to see productive commercial negotiations in keeping with market rules lead to a solution that complies with China's laws and regulations and takes into account the interests of both sides. The U.S. side needs to provide an open, fair and non-discriminatory environment for Chinese investors. As for the "deal" you mentioned, after the China-U.S. talks on economic and trade issues in Madrid, competent authorities have shared information on the basic framework consensus on the TikTok issue, which you may refer to.

Yonhap News Agency: President of the State Affairs of the DPRK Kim Jong-un said yesterday in a speech at the Supreme People's Assembly that his country will never give up nuclear weapons. He suggested that there's no reason to avoid talks with the U.S. if Washington stopped insisting his country give up nuclear weapons. How does China view the DPRK's stance of "never giving up nuclear weapon?" 

Guo Jiakun: China pays attention to the developments on the Korean Peninsula. A peaceful and stable Peninsula and a political settlement of the Korean Peninsula issue are in the interest of all parties. We hope relevant parties will face up to the root cause and crux of the issue, stick to the goal of political settlement, and work to deescalate tensions and uphold regional peace and stability.

Xinhua News Agency: We noted that China's State Council Information Office last week released a white paper titled "China's Achievements in Women's Well-Rounded Development in the New Era." Can you further brief us on that? 

Guo Jiakun: Thirty years ago, China successfully hosted the Fourth World Conference on Women in Beijing, organized by the United Nations. Ten years ago, in an effort to commemorate the Fourth World Conference on Women and further implement the Beijing Declaration and Platform for Action, the Chinese government co-hosted the Global Leaders' Meeting on Gender Equality and Women's Empowerment with UN Women at the UN headquarters in New York. Five years ago, President Xi Jinping proposed holding another global leaders' meeting on women in 2025. 

To put women's development in the global context, we are five years away from the goals set by the 2030 Agenda for Sustainable Development, and the global advancement of women faces severe challenges and enormous opportunities at the same time. China has been an advocate and a doer in striving for gender equality and women's well-rounded development.

Since the 18th CPC National Congress in 2012, China has achieved booming progress, historical outcomes and all-round advancement in women's development. The path of women's development under socialism with Chinese characteristics is brimming with renewed vitality and unique advantages.

To commemorate the 30th anniversary of the Fourth World Conference on Women, China will soon host another global leaders' meeting on women in Beijing. The just-released white paper aims to fully elaborate on what China has achieved in implementing the Beijing Declaration and Platform for Action, give a systematic overview of China's philosophy, principles, and innovative practices in promoting gender equality and women's well-rounded development in the new era, highlight Chinese women's outstanding achievements, and contribute China's wisdom and experience to the global endeavors for women's advancement. China stands ready to work with countries around the world to jointly accelerate new progress of women's well-rounded development and write a new chapter in the global advancement of women.

Reuters: Last week, the Trump administration raised the application fee for first time H1-B visas to US$100 thousand. I have two questions on this. Does the Foreign Ministry have any comment on how this policy change will affect Chinese tech industry workers? Second, could the Ministry also share what policies China has introduced in recent years to attract foreign tech talent, and are there any new policies or schemes in the works on this front?

Guo Jiakun: On your first question, we have no comment on the U.S.'s visa policy. 

On your second question, in a globalized world, cross-border flow of talents is instrumental in global technological and economic advancement. China welcomes talents from various sectors and fields across the world to come and find their footing in China for the progress of humanity and career success. 

Bloomberg: A group of senior U.S. House representatives arrived in China on Sunday for talks with the Chinese government. This is the first such official visit in six years. We're wondering if the Foreign Ministry has any comment on this visit?

Guo Jiakun: There is a readout on Premier Li Qiang's meeting with the U.S. House delegation led by Representative Adam Smith, which you may refer to. China and the U.S. maintain communication in various areas. China is willing to work with the U.S. based on mutual respect, peaceful coexistence and win-win cooperation, and in the spirit of equality, respect and mutual benefit, enhance dialogue and exchanges in various fields and resolve each other's concerns through communication. We hope the U.S. will work with China in the same direction and jointly move the bilateral relationship forward along the right track.

Reuters: Lin Chia-lung, the official in Taiwan responsible for the island's overseas affairs, recently visited Vienna, a week after Foreign Minister Wang Yi's visit to the Austrian capital. Does the Foreign Ministry have any comment on Lin's visit to Vienna?

Guo Jiakun: There is but one China in the world, and Taiwan is an inalienable part of China's territory.

The one-China principle is the political foundation of the establishment and development of diplomatic relations between China and Austria. It's also a basic norm in international relations and a prevailing consensus in the international community. We firmly oppose any form of official exchanges between China's Taiwan region and countries having diplomatic relations with China. We urge relevant countries to abide by the one-China principle, stop providing a platform to "Taiwan independence" separatists, and stop sending wrong signals to "Taiwan independence" separatist forces.

"Taiwan independence" and attempts to solicit foreign support for that agenda will not succeed. No matter how the DPP authorities try to grab attention, show up in foreign countries, or try to create "two Chinas" or "one China, one Taiwan," they will not succeed and no such attempts will ever affect the overwhelming international commitment to the one-China principle.
