CABEI promotes transparency and openness at the Global Summit on Open Government in Spain

Tegucigalpa, October 14, 2025.- The Central American Bank for Economic Integration (CABEI) reaffirmed its commitment to transparency, accountability, and international cooperation during its participation in the Global Summit on Open Government and the II International Congress on Open State and Governance, held from October 6 to 10 in Vitoria-Gasteiz, Spain. The Bank's delegation was composed of the Director for Honduras and Chair of the Access to Information Committee, Ms. Belinda Carías Martínez; the Secretary of the Institution, Héctor Javier Guzmán; and the Access to Information Officer, Federico López.

The Bank participated in the panel discussion "The Future of Open Government: Collaboration, Partnerships, and Multilateralism," where it shared its vision of how openness and institutional integrity are essential pillars for strengthening citizen trust and promoting sustainable and inclusive development capable of addressing the region's structural challenges. Within the framework of these meetings, CABEI held strategic meetings with the Economic Commission for Latin America and the Caribbean (ECLAC), the Open Government Partnership, the Open Knowledge Foundation, the Academic Network for Open Government (RAGA), CoST, the University of La Rioja, the National University of Costa Rica, Abrimos Info, among other organizations.

Likewise, as a cooperating entity, CABEI participated in the inauguration of the Second International Congress on Open Government and Governance of the Open Government Academic Network, highlighting the importance of knowledge, research, and citizen participation as drivers for consolidating more open, accountable institutions oriented toward collective well-being. During these events, the Bank also conducted a public consultation on its Engagement Plan, within the framework of the implementation of its Access to Information Policy, a key tool for strengthening ties with stakeholders and promoting openness as a guiding principle of its institutional management.

The Director for Honduras emphasized that "participating in these meetings is a way of putting into practice the institutional commitment to transparency and accountability. Listening, sharing, and learning from other experiences drives us to continue improving and acting with greater conviction. Each meeting and each participation in these activities reaffirms that openness is an ongoing task and a commitment that is strengthened in its exercise."

By participating in these meetings, CABEI consolidates its leadership in transparency and open government, in line with its Institutional Strategy 2025-2029 and the implementation of its new Access to Information Policy, which marks a decisive step toward a more open, accessible, and transformative institution.
