Shutdown Deadline Nears: DHS & ICE Funding Update

Dear Friends and Colleagues,

As Congress enters the final days of negotiations on federal funding, we want to share an update on where things stand and what the coming days could mean for the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), and the communities we serve.

A Government Funding Deadline Is Imminent

Lawmakers are working against a fast-approaching deadline to pass the remaining appropriations bills needed to fund the federal government. While several spending bills have already been enacted, negotiations over the remaining packages - including funding for DHS - remain unresolved, increasing the likelihood of a partial government shutdown if no agreement is reached in the coming days. Right now, lawmakers are working to reach an agreement that could reduce the scope of the shutdown, but under that, negotiations on DHS funding would continue, possibly until February 12.

Why DHS and ICE Are Central to Current Negotiations

Discussions around DHS funding extend beyond overall spending levels. Members of Congress are debating how DHS resources should be allocated and what oversight mechanisms or conditions should accompany that funding, particularly with respect to ICE and immigration enforcement operations.

These discussions have been shaped by ongoing concerns about transparency, accountability, and enforcement practices, as well as recent incidents that have heightened scrutiny of DHS agencies. In response, some lawmakers are pressing for changes tied to funding, including clearer standards for conduct, enhanced oversight, and additional safeguards.

Where Things Stand in Congress Right Now

The House has advanced a broader funding package that includes DHS, while some Senate lawmakers have raised concerns about moving forward without addressing outstanding policy and oversight questions. Negotiations are continuing this week, with several possible paths forward - including short-term funding extensions or further debate over DHS-specific provisions.

What This Could Mean in the Days Ahead

If Congress does not reach an agreement by the deadline, portions of the federal government could be affected. While certain DHS operations may continue, a lapse in funding would still have consequences for federal workers, government services, and public confidence.

Beyond the immediate deadline, the decisions made now will shape how immigration enforcement is funded and overseen moving forward, with long-term implications for immigrant and mixed-status families, and communities across the country.

Take Action: Lead the Conversation

As these negotiations unfold in real time, your voice and leadership matter. As trusted leaders in your communities, you bring lived experience and insight that Members of Congress should hear as they consider federal funding decisions related to DHS and immigration enforcement.
