Rep. Gabe Vasquez Secures Key Report on Tribal Head Start and Early Education

WASHINGTON, D.C. - U.S. Representative Gabe Vasquez (NM-02) recently secured the successful release of a new Government Accountability Office (GAO) report he demanded back in June 2024, marking a key step toward ensuring Tribal Head Start programs receive adequate federal attention and resources. The GAO review found that Tribal Head Start programs play a critical role in preserving native languages, culture, and tradition, and it also identified significant administrative and communication challenges that have impacted enrollment and staffing efforts across essential Head Start programs.

Key findings from the Tribal Head Start Government Accountability Office Report included:

  • The Office of Head Start took an average of 199 days to communicate approval decisions to Tribal Head Start programs.
  • Delays in communication, lasting up to 308 days, limited some Tribal programs' ability to increase teacher compensation and address staffing shortages.
  • The review found the Office of Head Start had not fully identified or addressed the root causes of ongoing timelines and communication issues reported by Tribal programs.
  • Enrollment in Tribal Head Start programs declined from approximately 26,000 children in the 2018-2019 school year to about 18,000 children in 2023-2024.

These findings in the GAO report provide important recommendations and a path forward for the federal government to strengthen support for Tribal communities and ensure these critical early childhood education programs have the resources and responsiveness they deserve.

"Students in Tribal communities deserve access to essential programs like Head Start, which provide foundational early childhood education and play a critical role in preserving culture and tradition for future generations," said Vasquez. "This report outlines a roadmap for the federal government to do right by our Tribal communities and make sure Tribal Head Start programs are getting the attention and resources they need to help future generations thrive, and I plan to keep pushing every step of the way to turn this roadmap into meaningful action."

Securing the GAO's Tribal Head Start report builds on Rep. Vasquez's longstanding work to secure adequate funding and resources for the program. His previous work includes:

  • Visiting Isleta Pueblo Head Start to discuss the importance of early childhood education, language and cultural preservation, as well as the role Tribal gaming revenues play in supporting essential community services.
  • Co-signing a letter to the Department of Health and Human Services urging action to address the severe impacts of recent federal funding interruptions and the government shutdown risks on Head Start programs in New Mexico and across the country.
  • Pushing for a $14 billion investment dedicated to Head Start in the Fiscal Year 2027 Labor, Health and Human Services, Education, and Related Agencies appropriations bill to strengthen early childhood education and expand access for families nationwide.
