NCSL urges the U.S. Senate to reject the proposed 10-year moratorium on state artificial intelligence laws included in the House-passed reconciliation bill. In a letter to Senate leadership, NCSL emphasized that the moratorium would undermine states' constitutional authority to regulate emerging technologies and impede bipartisan efforts to address AI's local impacts on privacy, safety and the workforce. NCSL continues to advocate for the protection of long-standing state authority, most recently urging the U.S. Senate to remove a provision in the proposed GENIUS Act that would preempt states' ability to determine which financial entities may operate within their borders. While the bill seeks to establish a regulatory framework for stablecoins, it also includes a provision unrelated to stablecoin regulation that would undermine state authority over financial services. NCSL strongly supports the right of states to safeguard their residents by setting their own standards for financial service providers, an authority that should not be overridden by federal legislation. NCSLs raises concern with proposals in the House's budget reconciliation measure that would eliminate Pell Grant eligibility for students who attend school less than part time and that would significantly expand the federal role in higher education accountability through a "risk-sharing" policy.
