Traffic Advisory: Paving to restrict SW Fourth Avenue to one lane northbound starting Wednesday morning

(Oct. 14, 2025) The Portland Bureau of Transportation (PBOT) will advance the next phase of paving on the SW Fourth Avenue Improvement Projectto take advantage of dry midweek weather with working starting tomorrow, October 15, at 7 a.m. This phase of paving covers the west side of SW Fourth Avenue between SW Harvey Milk Street and West Burnside Street.

SW Fourth Avenue will remain open during this work, but will be restricted to one lane northbound starting at 7 a.m. tomorrow, Oct. 15 through 4 p.m. Friday, Oct. 17. Work will run north to south, with crews beginning grinding operations just south of West Burnside Street. Grinding will be during daytime hours, limiting noise impacts to nearby hotels. Paving will begin Thursday at 7 a.m. and will also run during daytime hours, north to south. SW Fourth Avenue will be fully reopened by 4 p.m. on Friday, Oct 17.

Sidewalks will remain open for pedestrians. Transit riders should check trimet.orgfor any service updates. With the ongoing Broadway Bridge closure, travelers should expect additional congestion on both SW Fourth Avenue and the Burnside Bridge and allow extra travel time. This work is weather dependent and the schedule may change.

Local access to residences and businesses will be maintained. Access to parking garage entrances and exits on SW Fourth Avenue in this segment (the U.S. Bancorp Tower Parking Garage at 129 SW Fourth Avenue and the Multnomah County Human Services building at 209 SW Fourth Ave) will be maintained with temporary three-hour closures as crews pave across the entrances.

The traveling public is advised to expect delays, travel cautiously, follow flaggers and posted signs, and use alternate routes when possible.

This paving work will require intermittent closures of the west side of the intersections of SW Fourth Avenue and SW Ankeny Street, SW Pine Street, and SW Oak Street. People driving east on SW Pine Street will follow a signed detour by turning left on SW Harvey Milk Street, right on SW Second Avenue, and right again onto SW Pine Street.

The intermittent intersection closures will last roughly three hours at a time, and will also impact local access to SW Ankeny between SW Fourth and Fifth Avenue and SW Oak between SW Fourth and Sixth Avenue.

Looking Ahead

Work on SW Fourth Avenue continues to progress northward to West Burnside Street, with a focus on completing paving work before the winter rains set in. After this week's work, the outstanding paving work on the east side of SW Fourth Avenue between SW Harvey Milk Street and West Burnside Street is tentatively scheduled to begin next Wednesday, Oct. 22. This work is weather dependent.

Crews will also continue to install the remaining concrete traffic separators on the corridor between SW Taylor Street and West Burnside Street. Installation of permanent roadway striping will continue as weather allows.
