Special Needs Schools (Sekolah Luar Biasa/SLB) are an integral part of the national education system, providing opportunities for students with physical and mental disabilities to develop their potential to the fullest. According to the 2025 SLB Statistics released by the Center for Data and Information Technology (Pusdatin), the number of SLBs in Indonesia has grown steadily over the past three years. However, data from Goodstats shows that the distribution of SLBs remains uneven, creating challenges in ensuring inclusive education, particularly in terms of facilities and supporting resources.
To address these challenges, PT Telkom Indonesia (Persero) Tbk continues to strengthen digital access for SLBs across the country through its Application, Network, Device (AND) program. The initiative reflects Telkom's commitment to the Sustainable Development Goals (SDGs), especially Goal 4 (Quality Education) and Goal 10 (Reduced Inequalities).
Throughout 2025, Telkom has delivered AND packages to 71 SLBs nationwide. Each package includes a computer set, wireless connectivity, and access to the Pijar Sekolah application, creating not only device ownership but also a fully integrated digital ecosystem to support teaching and learning.
The impact of the AND program is evident for both students and educators. For SLB students, digital devices provide opportunities for more interactive learning, comparable to that in regular schools. They can access digital-based materials, use inclusive educational applications, and engage with the latest technologies that enhance their adaptability in the digital era.
For teachers, the devices make it easier to prepare learning materials, access broader resources, and implement technology-based teaching methods. Telkom also provides intensive training to ensure teachers can maximize the use of the devices and applications in their daily teaching. Schools also benefit from seamless wireless connectivity, enabling collaborative and hybrid learning models beyond traditional classrooms.
Hery Susanto, Senior General Manager of Social Responsibility at Telkom Indonesia, said:
"Through the AND program, we are not only providing devices and access, but also creating opportunities for SLB students to experience equal, inclusive, and competitive learning in the digital era. Telkom Indonesia is committed to ensuring that digital transformation benefits all members of society, including children with special needs, because inclusive education is a right for every citizen."
The AND program is part of Telkom Indonesia's Social and Environmental Responsibility (TJSL). With this initiative, Telkom is not only delivering technological solutions but also building pathways toward more equitable, inclusive education across the archipelago. The company hopes that every SLB student will be able to reach their full potential, grow into a confident and competitive generation, and be ready to face the digital future.
