Choctaw Trail sidewalk installation (Middleburg) - Crews have plans to install a new five-foot-wide sidewalk along Choctaw Trail from Chief Ridaught Trail to Apalachicola Boulevard in Middleburg as part of the County's Community Development Block Grant program. The sidewalk will be approximately 2,000 feet long and include two ADA ramps. Drivers can anticipate daytime, single-lane closures and lane shifts once work begins. We'll update the start date for the project as the plans move forward.

County Road 218 Sidewalk Repair (Clay Hill/Middleburg) - Crews will begin repairing the County Road 218 sidewalk near Clay Hill Elementary School on January 6, 2026. Drivers should expect daytime lane and shoulder closures on westbound County Road 218 during construction.

County Road 220 and Town Center Boulevard Resurfacing (Fleming Island) - Crews will begin resurfacing County Road 220 from U.S. 17 to Arena Road in early 2026. Drivers should expect nighttime lane closures and traffic shifts during construction. Updated start dates will be shared as plans are finalized.

Doctors Lake Drive resurfacing (Fleming Island/ Orange Park) - Crews will begin a milling and resurfacing project on Doctors Lake Drive from Peoria Road to Kingsley Avenue in early 2026. We will provide updated start dates as soon as plans are finalized.

Old Jennings Road/ Long Bay Road new traffic signal (Middleburg) - Crews will soon begin installing a new traffic signal at the intersection of Old Jennings Road and Long Bay Road in Middleburg. We'll update our community as the project moves forward.

Radar Road new construction (Fleming Island)- Crews will begin construction of a new two-lane roadway connecting Radar Road to Town Center Boulevard at the current roundabout in early 2026. Once complete, this project will fully connect U.S. 17 to Town Center Boulevard and include bike lanes, curbs and gutters, and drainage features.

Town Center Boulevard Drainage Improvements (Fleming Island) - Crews will begin a drainage project just north of Cypress Glen Drive that will cross both northbound and southbound lanes of Town Center Boulevard. Drivers should expect daytime lane closures and traffic shifts during construction. Work is scheduled to start the week of January 5, 2026.

New County Projects

Orange Park Northway Resurfacing (Orange Park) - Crews will begin milling and resurfacing on Orange Park Northway the week of December 15, 2025. The work will start at State Road 21 and extend east for approximately 2,000 feet to the Clay County line. Anticipate daytime, single-lane closures once work begins. The project is expected to take about one week to complete, weather permitting.

Ongoing County Projects

County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- This project includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks on County Road 209 from County Road 315B to US 17, and from County Road 315 to south of Peters Creek Bridge. Drivers can expect single-lane closures and anticipate delays and weekend work. All work is estimated to be completed in Spring 2027. Please slow down and use caution around the crews working close to the roadway.

  • Nighttime road work notice: This project may involve nighttime construction activities to reduce daytime disruptions and complete the work faster. Residents in the area can expect increased noise levels or vibrations from machinery, as well as potential glare from temporary work lights near the site. We appreciate your understanding and patience during this time. Our team will make every effort to minimize inconvenience and complete the work as quickly and safely as possible.
  • Update December 9, 2025 - East of the railroad tracks, traffic continued to flow on the north side of CR 209 while crews installed sub-base and base material, storm-drain pipe, curbing, and sidewalk along the south side of this section. Crews also completed installation of storm-drain pipes and structures, as well as sidewalk and curbing, and placed the initial lift of asphalt along Russell Road, north of and at the CR 315B intersection. A traffic switch is anticipated during the week of December 8, shifting traffic onto the newly paved sections of CR 315B and CR 209 west of the railroad.

County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3, A & B (Lake Asbury) - Project 3A includes the completed operational improvements at the intersections of Oak Stream Drive and County Road 209 and Watkins Road and County Road 209, including sidewalk installation. Project 3B includes the widening and realignment of the east end of Sandridge Road (CR739B) with County Road 209B and operational improvements at the intersection of County Road 209 and County Road 209B. All work is anticipated to be completed in the fall of 2025. Motorists should expect a 25 mph low-speed zone and overnight single-lane closures from 5:30 PM to 5:30 AM in the work area. Please slow down and use caution around the crews working close to the roadway.

  • Update December 11, 2025 (Project 3B) The entrance and exit lanes to the Anabelle Island subdivision off Sandridge Road will be closed for construction from January 19 - 26, 2025. All traffic will need to use the Russell Road entrance/exit.
  • Update December 9, 2025- (3B phase of Project 3 connecting the east end of project #4 on Sandridge Road and runs through the roundabout to CR 209B). Crews continued installing stormwater structures and pipes, as well as sub-base and base material throughout the corridor. Asphalt was placed along the Sandridge section, allowing traffic to shift to the outer lanes while work progresses in the interior median. Sub-base, base material, and curbing were installed in the roundabout area, and sidewalk construction is underway along the east side of Russell Road.

County Road 218, Bonded Transportation Program project #1 (Middleburg) - This project involves reconstructing and widening the 2.7-mile section of roadway from Masters Road to Pine Tree Lane into four lanes, adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes, and resurfacing from Cosmos Avenue to Pine Tree Lane. The westbound temporary pavement will remain in place until the underground stormwater pipe and utility relocation work is complete. The speed limit is 25 mph throughout the work zone. Please slow down and respect the safety of our workers.

  • Update December 9, 2025 - Crews have completed installing drainage structures and pipes, as well as demolishing existing driveways along the south side of the project. They also finished placing the sub-base, curbing, sidewalks, and limestone base, applied tack coat, and laid the first base course of asphalt in this area. Traffic was then shifted onto the newly paved southbound section of the corridor. Work has now moved to the north side, where crews have begun by removing the old asphalt from the roadway.

County Road 218/Spencer Industrial Drive intersection improvements/paving (Clay Hill) - Anticipate intermittent, daytime, single-lane closures with flaggers beginning Monday, June 16, on County Road 218 at Spencer Industrial Drive for intersection improvements and turn lane installation. Work could take up to 260 days to complete. Please slow down and drive with caution in the work area.

  • Update December 9, 2025- The project remains on schedule, with CR 218 paving scheduled for next month The initial asphalt lift for all four lanes was recently completed, and overall project completion is expected in early Spring 2026. Drivers should expect intermittent daytime single-lane closures and flagging operations on weekdays from 7 AM to 4 PM as work continues.

County Road 220/Lakeshore Drive W traffic signal work/Arena Road (Fleming Island) - Anticipate daytime and nighttime, single-lane closures at the intersection of County Road 220 and Lakeshore Drive West for traffic signal work. The project involves setting new poles and could take up to 12 months to complete.

  • Update December 9, 2025 - The project reached substantial completion and passed inspection on December 2. The FDOT contract completion date for this project is February 26, 2026.
  • Arena Road: Safety improvements are underway at Old Hard Road and Lakeshore Drive West at County Road 220. Drivers can no longer make a left turn from Arena Road onto County Road 220, and will need to make a U-turn where posted. A public meeting on the County Road 220 at Lakeshore Drive West, Florida DOT safety grant project was held on Monday, October 18, 2021, at 6:00 pm at the Fleming Island Library. The public meeting notice was sent to 3,274 subscribers and posted on the County website calendar. The press release was also posted on the County website, and the social media team made a post with reminders as the date approached.

County Road 220 Widening and Reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Crews began Phase 1 of the lane widening and reconstruction project on County Road 220 the week of December 16, 2025, which includes intersection improvements at Rideout Ferry Road. Phase 2 work, including a new four-lane bridge over Little Black Creek, began on January 20. Both phases are expected to be complete in late 2026. Drivers can expect detours that will continue for the duration of the project. All businesses and residents will have full access to their properties. The County worked closely with emergency responders and the school district throughout the planning process.

  • Update December 9, 2025- Work is progressing on the CR 220 widening project from Knight Box Road to Hollars Place, which remains on schedule for completion in Summer 2026. New pavement and a lane shift were recently completed on the west side of Henley Road. Bridge work is also advancing, with the bridge deck nearing completion. This week, crews are scheduled to place new pavement on CR 220 near Joe Johns Road and the bridge replacement area. Please continue to drive safely and courteously through construction zones.

County Road 315/ Cathedral Oak Parkway utility work (Green Cove Springs)- Anticipate daytime, single-lane closures on County Road 315 north to Cathedral Oak Parkway Monday through Saturday, from 9 a.m. to 6 p.m. for gas main installation work. We will update this notice when the work is complete.

Evergreen Lane sidewalk installation (Lakeside/Middleburg) - Crews began installing new sidewalks near Doctor's Inlet Elementary School as part of the Safe Routes to School (SRTS) program the week of December 2. This community-supported initiative aims to enhance pedestrian and bicycle safety, making it easier and safer for students to walk or bike to school. The construction will start at Evergreen Lane and Knight Boxx Road, moving south along Lisa Dawn Drive, west on Mary Beth Drive, south on Rhonda Drive, east on Pinewood Boulevard North, and finally south on Pinewood Boulevard East, connecting with the existing sidewalk network. This new addition will enhance sidewalk connectivity and help ease school-related traffic congestion. Drivers should anticipate intermittent, daytime, single-lane closures and traffic shifts during construction.

Jefferson Avenue sidewalk replacement (Orange Park) - Intermittent daily lane closures and a full sidewalk closure on Jefferson Avenue started June 3. Crews are replacing the sidewalk on Jefferson Avenue between Harrison Avenue and Washington Avenue. We will update this notice when the work is finished.

Jefferson Avenue closure (Orange Park) - In June the County's Public Works Department closed off an area on Jefferson Avenue adjacent to Ridgeview Elementary School due to an unsafe subsurface structure. County officials made school leaders aware of the move, which is aimed to prevent vehicles from parking on the stretch. Pedestrian traffic is still permitted.

Live Oak Lane/Old Jennings Road paving and trail construction (Middleburg)- This project includes the construction of a new 3.5-mile, 12-foot-wide multi-use trail extending from Live Oak Lane/Old Jennings Road, along Long Bay Road, to the State Road 21 intersection. Work began on April 2 and is expected to be completed in 345 days.

  • Update December 9, 2025- The project remains on schedule. The contractor has completed roadway paving up to the trail crossing just north of the Park Visitor Center. Please remember that the speed limit on Live Oak Lane is 25 mph. Contractors and inspectors have reported excessive speeding, and the Clay County Sheriff's Office has been notified. Please drive safely.

Walburg Street closure (Green Cove Springs)- Walburg Street closed on Monday, January 6, and will remain closed for approximately 12 months during the construction of the new Clay County Economic and Development Services building.

State Road 21 from Southwest Pecan Street to West Walker Drive (State Road 100) (Keystone Heights) - Nighttime road closure Saturday from 5 to 7 p.m. for a permitted event. Law enforcement will assist with traffic management.

U.S. 17 (S.R. 15) at Haven Avenue (Green Cove Springs) - Nighttime lane closures Monday through December 19, from 9 p.m. to 4 a.m. for road work.

U.S. 17 (S.R. 15) from Water Oak Lane to Eagle Harbor Parkway Resurfacing and Intersection Improvements (Fleming Island) - This FDOT resurfacing and intersection improvement project includes median installation from Water Oak Lane to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to C.R. 220; adding a median island and two right turn slip lanes from U.S. 17 southbound to C.R. 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from U.S. 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on U.S. 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on U.S. 17 southbound. This project will be mostly completed at night. Drivers should expect lane closures and possible delays as the project continues.

  • U.S. 17 from Eagle Harbor Parkway to Water Oak Lane - Nighttime lane closures Thursday from 7 p.m. to 6 a.m. for road work.
  • Update December 9, 2025- Despite the contractor's best efforts to complete the friction course on US 17 (Water Oak Lane to Eagle Harbor Parkway), colder nighttime temperatures have halted paving operations. Work is expected to resume in Spring 2026, when seasonal conditions are favorable. In the meantime, the contractor is reallocating resources to the Green Cove Springs project (Black Creek to Oak Street), where paving activities are scheduled to begin the week of December 8. This project allows for daytime lane closures, when temperature ranges are suitable for paving.

U.S. 17 from Sweat Road to Putnam County line (Virginia Village)- Daytime lane closures weekdays from 8 a.m. to 4:30 p.m. for road work.

U.S. 301 at County Road 218 (Clay Hill/Maxville) - Nighttime southbound lane closure Thursday from 7 p.m. to 6 a.m. for road work.

First Coast Expressway (FCE) Work FDOT

FDOT First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction on this $180 million project began in April 2019 and is expected to be completed in mid-2026.

  • State Road 16 at State Road 23 (Pier Station) - Nighttime lane closures Sunday through Thursday from 7 p.m. to 6 a.m. for road work.
  • State Road 23 from U.S. 17 to State Road 16 (Green Cove Springs)- Nighttime lane closures through Friday from 7 p.m. to 6 a.m. for road work.
