Kean Introduces Bill to Promote American Standard-Setting

(March 3, 2025) WASHINGTON, DC - Today, Congressman Tom Kean, Jr. (NJ-07) introduced the Promoting United States Wireless Leadership Act of 2025, a bipartisan bill that would bolster American technological leadership by bringing key trusted leaders together and encourage U.S. participation in global standards-setting for 5G networks and for future generations of wireless communications networks.

This bill is co-led by Congresswoman Debbie Dingell (MI-06), Congressman Tim Walberg (MI-05) and Congresswoman Yvette Clarke (NY-09).

"As the global competition for 5G and wireless technology continues, the United States must lead-not follow," said Congressman Kean. "This bill ensures American-led innovation will win the race against our adversaries in setting the standards that will define the future of wireless communications."

"The policy choices of today will have lasting effects on the global wireless technology development of tomorrow - especially as we compete against China," said Congresswoman Dingell. "We must take concrete, proactive steps to lower barriers to entry for U.S. companies and promote American competitiveness in this space for each subsequent generation of these innovative technologies. As a Co-Chair of the 5G and Beyond Caucus, I am proud to have reintroduced the bipartisan Promoting United States Wireless Leadership Act to ensure the United States remains at the forefront of innovation."

"As foreign adversaries like China seek to assert influence over telecommunications technologies, we must ensure that wireless standards are made with America's economic and security interests in mind," said Congressman Walberg. "I'm proud to work with Reps. Kean, Dingell, and Clarke on introducing this bipartisan legislation which will establish clear rules of the road for the development of wireless technologies."

"On both sides of the aisle, the urgency of securing American leadership in wireless technology is clear. I am proud to co-lead this bipartisan effort to support America's most indispensable innovators by removing cumbersome barriers to entry and establishing a unified approach to international standards-setting. The commonsense reforms within this legislation will empower the companies and individuals pushing our nation forward and ensure American competitiveness for years to come, and I look forward to seeing them signed into law," said Congresswoman Yvette D. Clarke.

Additionally, this bill would direct the National Telecommunications and Information Administration to:

  • Encourage participation by trusted companies and relevant stakeholders
  • Offer technical assistance to such trusted companies and relevant stakeholders.
