Positive Declaration and Availability of Draft Scope
Essex County - The New York State Department of Environmental Conservation and NYS Office of Parks, Recreation & Historic Preservation, as lead agency, has determined that the proposed Adoption and Implementation of Crown Point Reservation Unit Management Plan may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the New York State Department of Environmental Conservation (DEC) and the New York State Office of Parks, Recreation & Historic Preservation (OPRHP), as co-lead agencies, have determined that the proposed Adoption and Implementation of a Crown Point Reservation (CPR) Unit Management Plan (UMP) may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. DEC and OPRHP are releasing for public review a Draft Scoping Document for a Draft Generic Environmental Impact Statement (DGEIS) for the Crown Point Reservation UMP.
DEC and OPRHP are jointly preparing a UMP for Crown Point Reservation. The Crown Point Reservation consists of the Crown Point Campground and Day-Use Area (managed by DEC) and the Crown Point State Historic Site (administered by OPRHP under a Memorandum of Understanding with DEC). Both sites are in the Adirondack Forest Preserve. A joint UMP will allow for the highest protection of historic, cultural, and natural resources. The UMP will be designed to provide better visitor experience by clearly defining both sites, their relationship with each other, and improving site interpretation. The planning process for the UMP started in 2018. A public information meeting was conducted at Crown Point State Historic Site Museum in March 2019. DEC and OPRHP have continued to meet periodically over the past few years to discuss future opportunities and recommended actions.
The purpose of the UMP is to provide a comprehensive document to guide the management, design, and interpretation of the CPR in order to preserve the quality and character of its historic resources to the greatest extent feasible in a setting and on a scale in harmony with the relatively wild and undeveloped character of the Adirondack Park. The UMP will also set forth a statement of the management objectives for the protection and rehabilitation of the area's scenic, natural, and open space resources, and addresses administrative actions and the facilities necessary to attain management objectives. The project is located at 784 Bridge Road in the Town of Crown Point, New York.
