Notice of Transportation Benefit District Yearly Report

SPOKANE VALLEY
NOTICE OF TBD YEARLY REPORT

The Spokane Valley Transportation Benefit District (SVTBD) was created on October 24, 2023. The creation of the SVTBD established the boundaries as the entire jurisdictional boundaries of the City of Spokane Valley as the boundaries currently exist, or as they may exist following future annexations. On November 21, 2023, The City of Spokane Valley (the City) City Council voted to have the City assume all rights, powers, functions and obligations of the SVTBD. By that action the SVTBD ceased to exist as a separate legal entity. On December 12, 2023, the City council voted to establish a $20.00 annual vehicle license fee, as authorized in RCW 82.80.140.

Revenues from this fee are to be dedicated for the purposes of ongoing transportation improvements that preserve, maintain and, as appropriate, construct or reconstruct the transportation infrastructure of the City of Spokane Valley. The City began receiving payments for the vehicle license fee in June of 2024.

Revenues from the vehicle license fees are recorded in the Transportation Benefit District Special Revenue Fund (Fund 111). Throughout any given year, work related to the obligations of the SVTBD are conducted primarily by the City's Street Fund. Most work is completed through contracted maintenance of the City's roadways. The Street Fund is then reimbursed for this work by Fund 111.
