SIIA and Industry Leaders Call on Congress to Confront Non-Tariff Attacks on U.S. Technology

A broad coalition of trade associations, policy experts, and civil society leaders - including SIIA President Chris Mohr - has called on Congress to hold hearings on the growing use of "non-tariff attacks" (NTAs) targeting U.S. technology companies. In a letter sent to House Ways and Means Subcommittee on Trade Chairman Adrian Smith and Ranking Member Linda Sánchez, the group warns that these measures pose an urgent threat to American innovation, economic security, and global competitiveness.

The letter outlines how NTAs - including discriminatory digital regulations, targeted fines, and forced technology transfers - are being used by foreign governments to weaken U.S. firms while strengthening strategic competitors, particularly China. The signatories urge Congress to build on recent trade hearings and develop a comprehensive policy framework to identify, deter, and respond to these attacks before they further erode U.S. technological leadership.
