Chinese National Extradited to Mexico at the Request of That Country
Statement the Ministry of Foreign Affairs
On October 23, 2025, in response to a formal extradition request and following a decision by the Cuban government, Chinese national Zhi Dong Zhang was transferred to the authorities of the Government of Mexico.
Mr. Zhang had been detained in Cuba on July 31, 2025, for offenses committed on Cuban territory, namely forgery of documents and human trafficking, as defined under the Cuban Penal Code, and was held under provisional detention.
He had been a fugitive from Mexican authorities since July 2025, where he was serving a sentence for crimes connected to international drug trafficking.
