CBMA Imports: Fourth Quarter Claims May Now Be Filed

Importers seeking refunds based on Craft Beverage Modernization Act (CBMA) tax benefits assigned to them by foreign producers may now begin filing claims in myTTB for products entered into the United States between October 1 and December 31.

TTB has published a user guide that provides step-by-step instructions for submitting claims in the myTTB CBMA Importer Claims System through the regular claims submission process. The user guide is available on the CBMA Imports page on TTB.gov. TTB has also published an alternate procedure and accompanying user guide for submitting claims in limited circumstances in which the regular claims process cannot be used.

To access the myTTB CBMA Importer Claims system, importers must first create their myTTB account, activate their entity in myTTB, and authorize users to prepare and submit claims. For instructions on how to do so, visit our Getting Started in myTTB page.

ACTION: Final Rule

SUMMARY: The Food and Drug Administration (FDA) is issuing this final rule updating the definition for the implied nutrient content claim ''healthy'' to be consistent with current nutrition science and Federal dietary guidance, especially the Dietary Guidelines for Americans, regarding how consumers can maintain healthy dietary practices. This final rule revises the requirements for when the term ''healthy'' can be used as an implied nutrient content claim in the labeling of human food products to help consumers identify foods that are particularly useful as the foundation of a nutritious diet that is consistent with dietary recommendations.

DATES: This rule is effective February 25, 2025. The compliance date of this final rule is February 25, 2028.
