WASHINGTON, D.C. -The U.S. Army Corps' restructuring effortfor its Civil Works division is not designed to prioritize and expedite nature-based flooding solutions -- which often can be implemented more quickly and cost-effectively than traditional "hard" infrastructure approaches.
"There is no question that the U.S. Army Corps is in dire need of modernization. Unfortunately, the proposed changes are at best a mixed bag when it comes to creating an effective organization that cuts costs and minimizes harm. A few of the proposals could produce important positive changes - if carefully implemented - while others will undoubtedly lead to more wasteful spending on ineffective and damaging projects," said Melissa Samet, the legal director for water resources and coasts for the National Wildlife Federation.
"Any reorganization of the Army Corps should include an increased focus on deploying natural and nonstructural approaches, which are key tools for keeping communities safe and protecting taxpayer dollars. The proposed changes don't do that."
