A high-level defence delegation from the Republic of Türkiye, led by Lieutenant General Fedai Ünsal, Vice Chief of Staff (HoD), visited the National Emergencies Operation Center (NEOC) at National Disaster Management Authority (NDMA) Headquarters, Islamabad. The delegation included senior officers of the Turkish Armed Forces.
At the National Emergencies Operation Center (NEOC), the delegation was briefed on NDMA's technology-driven approach to disaster management, including multi-hazard early warning systems, real-time data integration, risk assessment frameworks, Pakistan Disaster Lens (PDL), and national preparedness mechanisms for climate-induced and natural disasters.
Chairman NDMA Lt Gen Inam Haider Malik welcomed the distinguished guests and provided an overview of NDMA's evolving role as Pakistan's lead national institution for disaster risk management. He highlighted the Authority's strategic shift from a response-centric approach to a proactive model emphasizing risk reduction, preparedness, anticipatory action, and community resilience.
During the meeting, both sides exchanged views on institutional mechanisms for disaster preparedness, emergency response, and crisis coordination. Discussions focused on strengthening cooperation in the fields of disaster risk reduction, emergency management, humanitarian assistance, and resilience-building. The engagement provided an opportunity to share experiences and best practices in leveraging technology, data analytics, and integrated command-and-control systems for effective disaster management.
The delegation also visited NDMA's Center of Excellence (CoE), Humanitarian Logistics Yard, Logistics Yard, and Mobile National Emergencies Operation Center (Mobile NEOC). During the visit, the delegation was briefed on NDMA's specialized capabilities in professional training, humanitarian assistance and logistics management, emergency response support systems, and deployable command-and-control infrastructure designed to ensure operational continuity and coordinated disaster response during emergencies.
The visiting delegation praised Pakistan NDMA's capabilities in disaster management and expressed a commitment to continued collaboration between Pakistan and Türkiye in disaster management through knowledge exchange, technical cooperation, training initiatives, capacity-building programs, and sharing expertise in disaster preparedness and emergency response. Both sides underscored the importance of strengthening institutional linkages and promoting cooperation to address emerging risks associated with climate change and complex disasters.
